Important changes have been identified in the final text of the Summit conclusions on Turkey. After intense negotiations, Cyprus, Greece and France finally managed to pass their positions, which are reflected in 3 important additions.
The first was found in the paragraph concerning the European Union's cooperation with the Turkey, and which will be gradual, proportional and reversible. Which means that it can change at any time, depending on Turkey's behaviour.
The second, on customs relations between the two sides, states that for this to become a reality, Turkey will have to solve existing problems. The text of the conclusions will state that Turkey has not recognised Cyprus, which is a prerequisite.
Finally, a reinforced paragraph concerns the wording for human rights and the rule of law in Turkey, which are a major thorn in the flesh. It should be noted that the draft communication of the Summit was being negotiated until the last minute, as the Cyprus and Greece considered that the original text contained «too many carrots and not enough stick», in the words of another European diplomat.
