Kythera.News' questions to the 15 Municipal Councillors

In the wake of the the serious allegations made in the «Vol 2» document by the original designer of the project, Mr George Syrmalis, our journalistic team proceeded to sending questions to all the members of the Kythera Municipal Council on 17 March 2026.

Today, we are releasing the exact text and the questions sent to councillors from both the opposition and the opposition.

Beyond the obvious transparency, the publication of the questionnaire reminds that citizens have the right to know the personal judgment of each elected official, let alone when there is no overall factional response. Each Councillor bears full political, moral and civil responsibility for his/her attitude. A clear, individual position is the foundation of accountability and an essential sign of respect for democracy.

Read below the letter and the critical questions that the island's representatives were asked to answer:

SUBJECT:  Provision of Right of Reply to the complaints of the scholar C. Syralis («Vol 2») - Invitation to exercise your institutional functions.

DATE: 17 March 2026

Our media team received complaint documents («Vol 2») from the original designer of the Sewerage Network, Mr. George Syrmalis. According to our information, you have also received the same documents.

In them, serious accusations are made concerning «pre-coordination» of the tender from 2021, deliberate malpractice («crawling pipelines»), «disappearance» of official technical practices and criminal environmental pollution (Capsule, Mylopotamos, groundwater).

Since the City Council is the highest institutional body for the administration and control of the Municipality, your decisions (or omissions) bind the present and future of the island. In the context of journalistic ethics, we invite you to state your position on the record:

Α. TO THE ADVISORS OF THE SYMPOLITIS (Management Committee)

As members of the majority who approve the actions of the Municipal Authority (either on the Board or the Municipal/Finance Committee), you are invited to respond:

  1. Internal Audit Exercise: Do you intend to immediately ask the Mayor to explain the alleged email of April 3, 2021, in which he allegedly mediated a private contractor for payment «against» the designer, three years before the tender?;
  2. Conduct an Independent Audit: Given the written complaint about the «disappeared record» and the installation of «crawling pipes», do you intend to request an independent audit by the Public Works Inspectorate (PSI) on the depth of the excavations and any other possible malpractices mentioned in this letter?;
  3. Securing European Resources: Have you requested and received a formal, written opinion from the Municipality's Legal Department, which categorically assures that the project is in absolutely no danger of being de-listed and financial corrections imposed because of the alleged irregularities and legal obstacles raised?;

Β. TO THE OPPOSITION ADVISERS

The law (Law 3852/2010, Law 5056/2023) provides you with specific control tools to protect the public interest. Not using them constitutes institutional tolerance. Ask yourself:

  1. Convening of an Extraordinary Municipal Council: Will you use your right (gathering 1/3 of the members) to call for the immediate convening of an Extraordinary City Council with the sole purpose of investigating the complaints and setting up an inter-party committee to control the sewerage project?;
  2. Reference to Existing Authorities: Do you, as the institutional controller, intend to forward the file with the anonymous complaints of pre-consultation (e-mail 2021) and malpractice to National Transparency Authority (NTA), in Decentralized Administration of Attica and to the competent Prosecutor's Office;
  3. Technical Audit of projects: Will you submit an official request to the Technical Chamber of Greece (TEEE) or the SEDE to carry out sample cuts in the sewerage network of the South Department, in order to determine whether the Municipal Authority is knowingly covering malworks («crawling pipes»)?;
  4. Control of Environmental Conditions: What actions will you take to immediately investigate the complaint that the underwater pipeline of the Biological Plant in Kapsali is cut and that sewage ends up in the Mylopotamos stream next to the Archaeological Site?;

Please for your written, institutional position (either individually or as Municipal Groups) on the above actions, by Friday 20 March 2026.

In the absence of a response, the report will explicitly state that the entire City Council took note of the specific questions.
