The first step towards the launch of the new programme «photovoltaics on roofs» carried out by the Ministry of Environment, with the inclusion of a relevant provision in an amendment submitted last night to the draft law on the incorporation of Community Directives on energy efficiency, which is currently being voted on in Parliament.
This regulation paves the way for the decision of the Minister of Environment and Energy, which will mark the «kick-off» of the programme. As stated in the corresponding article of the amendment, the Ministerial Decision will determine, among other things, the beneficiaries, the duration of the Special Programme, the maximum installed capacity of photovoltaic systems per installation, the licensing procedure, which includes o the way of submitting the relevant applications and the necessary supporting documents, o the type and content of the electricity offsetting contracts.
The programme will concern domestic photovoltaics, connected to a corresponding domestic supply. These schemes will be remunerated at a fixed «tariff» through 25-year contracts. The remuneration for the electricity generated will be 87 euros per megawatt-hour (8.7 euro cents per kilowatt-hour), the same as foreseen in a ministerial decision of March 2020.
According to all the converging evidence, the Ministry of the Environment has come to the conclusion that the maximum power of the systems should be set at 10 kWp (kilowatts), compared to 6 kWp provided for in the ministerial decision for this «tariff». The Ministerial Decision will also define the maximum time the programme will «run», such as a 20-year period.
As market executives say, for a 10 kWp photovoltaic, the fee of 87 euros per megawatt hour «translates» into an annual income of 1,200 euros. At the moment, the cost of such a system amounts to 10,000 to 11,000 euros (including VAT).
Therefore, payback is expected in about 8 years. From then on, i.e. for about 17 years, the owner of the photovoltaic system will have an annual income of EUR 1,200 for the remaining duration of the contract.
