Parliament: The bill on the cadastre and the new digital services has been submitted

Filed in Parliament the draft law «Modernisation of the Hellenic Cadastre, new digital services and strengthening of digital governance».

As regards issues relating to the cadastre, it is provided, inter alia, that the exclusive deadline for bringing an action for the correction of an inaccurate first registration for areas declared under cadastral registration before the entry into force of Law 3481/2006 is extended for one more year (until 31.12.2022).

The institution of the cadastral curator is established, while regulations on the institution of the accredited engineer in the cadastre are also introduced.

Except for the provisions on the land registry, the bill includes provisions that provide for the creation of digital services called «myAuto» and «Audit-Car», which are provided through the Single Digital Portal of Public Administration (gov.gr E.Ps.P.).

Through the «myAuto» digital service, vehicle owners have real-time access to information about their vehicle, in particular: (a) the date of issue and revocation of the registration permit and other basic data thereon; (b) the date of payment of registration fees and the period of time to which they relate; (c) the period of insurance coverage in force and the history of insurance claims; (d) the history of the Vehicle Inspection Centre in Greece or abroad if the vehicle was imported used, (e) the type and model of the vehicle, (f) the temporary immobilisation of the vehicle, (g) the technical inspection of the vehicle, (h) its inclusion in the Stolen Vehicle Register of the Greek Police, and (i) the registration of the vehicle. The same information is also accessible to the competent control authorities through the digital service «Audit-Car».

It is also provided that the Ministry of Digital Governance develops and provides the digital service «myPhoto», which is accessible through the Single Digital Portal of Public Administration (gov.gr-EPSP) and aims to upload, manage and store: a) digital photographs and b) the visual representation of the handwritten signature of each natural person, in the Governmental Public Sector Cloud (G-Cloud) managed by the General Secretariat for Public Administration Information Systems (GGPSD). The digital service has as its exclusive purpose the use of the above digital files, as uploaded to the G-Cloud by certified professional photographers, in electronic applications and services provided by public sector bodies, when the submission of a photograph or signature is required for the processing of cases of the interested parties. Access to the digital service is granted by using the GGPSD credentials (TAXISnet).

Also, the signing of applications and other documents to be processed at the CCPs can be done using a digitised handwritten signature, which has the same legal and evidentiary value as the handwritten signature of a natural person. A digitised handwritten signature is considered to be a handwritten signature that is applied in the physical presence of the signatory on a recording surface (tablet) using a stylus.
