The Piraeus Press refers to the dispute that has erupted between the two local government officials, the Mayor of Salamina and the Deputy Governor of the Attica Islands, against the backdrop of the 2023 local elections and while the political thermometer is rising dangerously in local communities!
As reported by Piraeus Press it is easy to understand the reason for the war that broke out between the two... through a press release of the Municipality of Salamina (in which Ms. Bogris is «accused» of stalling the implementation of the project) and a reply letter of Ms. Bogris exposing the Mayor of Salamina for the delay of the project!
Answer of the Vice-Regional Governor of the Islands regarding the Energy Upgrade project of the buildings of the 1st and 2nd High School of Salamina
Regarding the Energy Upgrade project of the buildings of the 1st and 2nd High School of Salamina and its discussion at the meeting of the Municipal Council of the Municipality of Salamina, the Vice-Regovernor of the Islands, Ms:
«To avoid misunderstandings and distortion of the truth, I return to the issue of the progress of the funding application of the Municipality of Salamina in the programme of the Attica Regional Development Programme regarding the project “ENERGY REFRESHING of the buildings of the 1st and 2nd GENERAL SCHOOL OF SALAMINA”.
In the context of my responsibilities I sent an information note from the competent department of the EIDEP of Attica Region regarding the progress of the application of the Municipality to the extraordinary Municipal Council invited by the Mayor with this issue as the 1st issue.
As it was known to everyone, I could not attend on that particular day as I was representing the Region of Attica in Aegina.
However, I was waiting for a specific answer as to why the service has not been informed for 20 months about the progress of the issues raised and what the timetable will be in relation to the necessary supporting documents, with the result that the project has been classified as a project «to be de-listed».
Instead, both the Board and the press release used abusive language that was unacceptable and uncharacteristic. Disregarding the tactics and the whole phraseology as they leave me completely indifferent, I will go to the substance of the matter.
The Municipality of Salamina has been asking for the following for 20 months:
A) The regularisation of the ownership status, which cannot be covered by a sworn declaration by anyone.
B) The boiler maintenance certificate accompanying the submission contains the highly alarming description of a boiler room under an escape outlet. Regardless of the fate of the funding application, and if this description is true, this boiler room should never operate again and its tanks should be immediately emptied of fuel and filled with water.
C) Submission of a Budget Analysis by PEA (Energy Upgrade Certificate) and review of the 6th building which may have required a PEA category B from C of the submission.
The Mayor should answer these questions, which are repeatedly asked, or at least give a timetable for settling the above.
Instead of the Mayor giving answers to the specific issues, his councillors have distracted him unnecessarily and with wrong information that in the end does not solve the issue.

Obviously, the file is not complete, otherwise we would have had a decision of inclusion as we have in almost all the municipalities of Attica.
In the technical sheet submitted by the Municipality to the Attica Regional Development Plan MIS 5074671 the Public Expenditure is 562.385,05 € (and not only 360.000 euros).
And the most tragic of the case is the fact that while the District is trying desperately to maintain the possibility for the Municipality to receive funding for the energy upgrade of its schools despite the identified and serious shortcomings of the file, the Municipality's administration blames the District and even with unacceptable phraseology! In other words, the well-known saying «where they owed us, they took our ox» applies.
We are always at the disposal of the Municipality of Salamina and all the Municipalities of the Regional Unit of the Islands to plan and implement actions for the benefit of citizens.
From the first day we took over we have been supporting the islands and securing resources for projects on specific timetables and with high demands.
We await the actions of the Municipality of Salamina.»
