Aegina submarine pipeline: Two failures, legal actions and the Municipality's responsibilities

According to an informal update from the Region of Attica, the project, which was launched in 2015, was completed in December 2023. However, two serious failures have caused interruptions in the island's water supply and have led to legal action by the Region against the construction company.

The history of the project, the two pipeline failures and the actions of the Region of Attica

The Aegina subsea pipeline project, which would provide a definitive solution to the island's water supply, was launched in 2015 and completed on 6 December 2023, with the contractor's obligation to undertake maintenance and monitoring of its operation for the next three years.

The first damage - Lawsuit by the Attica Region Governor

- A few weeks after the delivery of the project (24/01/2024), the first failure occurred which led to the interruption of the water supply of the island.
- From the very first moment, the Prefect of Attica Nikos Chardalias demanded the immediate restoration of the damage and filed, on February 2, 2024, a lawsuit against all those responsible to the prosecuting authorities of Piraeus.
- The prosecutor's conclusion referred to a «failure of the welding process of the pipes», considering that the specifications have not been met during the process of their heat welding, with Mr.Chardalias reacting immediately by holding the construction company responsible for the immediate repair of the damage within the framework of its contractual obligations.
- The contractor proceeded with a temporary repair and the water supply was restored on 24 March 2024, while the submission of an organisational plan («step-by-step map») for the final restoration of the damage was expected.

The second damage - Second request of the Regional Governor to the prosecuting authorities

- On 16 December 2025 - and while the final repair of the damage had not yet progressed - a new pipeline outage was recorded, with the contractor proceeding again to repair the damage, which was noted to have occurred at the same point where the initial repair had been carried out.
- On 12 January 2026 and following the relevant official correspondence with the contractor, the Regional Governor submitted to the Piraeus prosecution authorities a new request for investigation of possible criminal acts - with regard to any delays in the issue of the final restoration of the damage - which he communicated to the European Public Prosecutor's Office.

Where is the restoration today

- A few hours after the new damage, the contractor carried out an autopsy with floating equipment and divers at the site. The necessary autopsies - imaging of the data related to the damage, as well as the necessary briefing and preparation of the divers involved was completed in the month of January.
- On 9 February 2026, the restoration process finally started and based on the contractor's estimates, the work is expected to be completed by the end of March. Once the work and necessary testing is completed, the pipeline can be restarted and the final armouring work will continue.
- It should be noted that work is progressing in particularly demanding technical conditions, as the point of damage is at a depth of 50 meters, while progress is directly related to the prevailing weather conditions.

The Municipality is solely responsible for the island's water supply - 3,899 tons of drinking water in Aegina from the Region of Attica

According to the law, the Municipality of Aegina is solely responsible for the water supply and the quality (chemical) - microbiological control of drinking water on the island, and is also obliged to inform the Directorate of Health of the P.E. of the Islands about the relevant measurements and the results of the tests it carries out.

Following complaints from citizens, the services of the Region responded immediately and repeatedly carried out random chemical tests, the results of which were sent to the Municipality of Aegina, requesting the municipal authority to take immediate corrective actions and the necessary compliance measures.

At the same time, with a high sense of responsibility, the Region of Attica responded immediately to all the requests of the municipal authority for the coverage of the island's needs in drinking water, sending a total of:
- 3,786 tons of drinking water, via a Navy water carrier
- 75,000 1.5 litre bottles, i.e. 112.5 tonnes of bottled water.

Responsibility of the Decentralized Administration the sealing of the drilling on the island

All this time, the competent sanitary teams of the Region offered every possible assistance in the qualitative (chemical) - microbiological control of the wells, which in the past covered, to a large extent, the water supply needs of the island.
The inspections found cases of water unsuitable for drinking and use, but the legal responsibility for sealing the boreholes belongs to the Decentralised Administration and not to the Region of Attica.

Citizens' problems are not addressed by piecemeal moves and communication outbursts. They are tackled with planning, perseverance and daily work on the ground.
In this context, the presence of the Governor of Attica and the competent services of the Region remains constant, systematic and uninterrupted, with a full sense of responsibility and with respect for the residents and their real needs.
The Region of Attica is where there is a real need - where citizens demand solutions and expect support.
