All Together: What is being installed next to our homes? Questions about pumping stations

Under the microscope of the municipal faction «All Together, Kythera - Antikythera» is the big project of sewerage in the southern part of the island. With a series of critical questions formally submitted to the Technical Service of the Municipality, the opposition asks for absolute transparency regarding the location and safety of the new pumping stations.

The main issue raised concerns the possible installation of this infrastructure in the immediate vicinity of residential properties and public spaces. Through their detailed request, the representatives of the faction demand that the environmental studies, noise and odour protection measures, as well as the required archaeological approvals, be made public. As they make clear, the control is being exercised with the sole aim of ensuring the quality of life of the residents.

What is being installed next to our homes? Questions about pumping stations

As part of our institutional responsibility as an opposition, we submitted an official request to the Technical Service of the Municipality of Kythera regarding the pumping stations of the South Department sewerage project.

We exercise responsible control over the Municipal Authority, with the sole aim of protecting residents and ensuring the legality of a project that directly affects the daily life and quality of life of our fellow citizens.

We ask for clear answers on how many pumping stations are planned in total, where exactly they are located and, above all, whether the required studies and approvals are in place to ensure that their installation, even next to residential properties, does not create a nuisance or hazard.

We pay particular attention to whether studies have been carried out for noise, odours and health and safety, and whether there is full environmental coverage for each site.

At the same time, we raise the issue of the approvals required from the competent authorities in cases where projects are located near or within areas of archaeological interest.

The opposition is here to scrutinise, intervene and ensure that every project is done properly, legally and for the benefit of the local community.

We will inform citizens in full transparency once the answers are given.

REQUEST

TO: The Department of Technical Services and Environment of the Municipality of Kythera

SUBJECT: Request for information and administrative documents relating to the siting, licensing and protection measures for the pumping stations of the project «Drainage of the South part of Kythera Island».

I, the undersigned, in my capacity as an elected official of the Municipality of Kythera and exercising my legal rights of access to administrative documents and data concerning the operation and legality of technical works of the Municipality, request the full, specific and documented granting of the following:

To submit a complete list of all the pumping stations of the project «Drainage of the South part of Kythera Island», with the exact name of each one, the location of the installation, the geographical coordinates, the settlement or the area to which it corresponds, as well as its correspondence with the approved plans, the Environmental Impact Study and the other project documents.

Clarify whether all the pumping stations shown in the approved plans have been explicitly and fully included in the Environmental Impact Assessment and in the applicable environmental permit for the project and, if not, specifically identify the facilities that are not included or not explicitly named.

Please indicate, for each individual pumping station, whether the choice of location has been specifically documented, which alternative sites have been considered, which criteria have been taken into account and why the specific location was chosen, in particular in the case of installations in settlements or in the immediate vicinity of residential areas, squares, cemeteries, streets or other public areas.

The distances of each pumping station from the nearest residences, from public areas, from squares, from schools, religious or other sensitive uses, as well as from the boundaries of settlements, with the corresponding extracts of plans or topographical diagrams.

Disclose the specific technical and environmental protection measures provided for each pumping station, in particular noise, vibration and odour reduction measures, ventilation and tightness measures, measures to prevent overflow and sewage spillage, sanitary protection measures and flood and electromechanical safety measures.

Indicate whether a specific study or technical documentation on the nuisance of the operation of the pumping stations, in particular with regard to noise, odours, vibrations and the risk of overflow or other nuisance to public health and the quality of life of local residents, has been carried out and, if so, provide copies thereof.

Disclose whether a remote control, alarm, standby and automatic failure notification system has been provided for each pumping station and the procedure for immediate intervention in the event of overflow, power failure or other failure.

Disclose the exact environmental permit act in force covering the entire project, including the pumping stations, pipelines, networks, slurry plant, upgrading of the E.E.L. and other associated facilities, and whether a new or revised Environmental Permit Decision has been issued since the original E.E.P.O. of 2001.

Indicate whether approval or advice has been sought or obtained from the competent antiquities authorities or other competent bodies in cases where the installations or parts of the project are located within or near archaeological sites or areas of special protection.

Provide copies of all relevant documents, i.e. the complete list of pumping stations, the topographic diagrams, the general arrangement drawings, the technical descriptions, the nuisance studies, the environmental permits and any other document proving the legality of the siting and the adequacy of the protection measures.

This request is submitted pursuant to Article 5 of the Code of Administrative Procedure, as in force, as well as the relevant circular of the Ministry of Interior on access to public documents.

Since the subject matter directly concerns the protection of public health, the residential environment and the legality of the siting of technical wastewater facilities, please provide a full and documented response on all of the above within the legal deadline, while providing the requested information.
