Three days later, when the relevant decision was issued, it finally turned out that this money already belonged to the municipalities and came from the «Central Independent Resources of Municipalities,» which are kept in the Deposits and Loans Fund.
In other words, they advertised as a subsidy the money that the municipalities already have. , from regular allocations and horizontal actions!
