Proposals of the representative of the First the Man faction, Nikolaos Magoulas, in 24η Economic Committee of the Municipality of Kythera.
On Friday 23 October 2021, the 24th edition of theη meeting of the financial committee of the Municipality of Kythera. Among the issues on the agenda were issues very important for the professionals operating on our island and for the permanent residents, such as the determination of the Fees
- Public Spaces 2021,
- on the gross revenue of the year 2021,
- of the Cleaning and Lighting Service
- the water supply - sewerage service.
Our party through its representative, faithful to its social orientation with a human orientation and listening to the needs of the local community with the problems caused by covid-19, proceeded to a series of courageous and relieving proposals for the local community. Unfortunately, the municipal authority, true to the doctrine of serving the personal ambitions of its leader by presenting high but unworkable budgets and the arrogance without shame of serving the interests of its favourite contractors, rejected all the proposals without even discussing them. It rejected the social face that a municipality ought to have in the midst of a deadly pandemic to serve the interests of the few over the many. It rejected the community of Kythera and its needs.
Here are our proposals in detail so that everyone can draw their own conclusions.
Theme 7ο : Determination of the rate of the common areas fee for the year 2021.
The proposal of our faction was to give discount 35% on the amounts as opposed to the proposal of the municipal authority which was to keep the prices as they are.
Theme 8ο : Determination of a levy on gross revenues for the year 2021.
The proposal of our faction was to give Exemption of businesses from the tax on gross receipts for fiscal year 2021 as opposed to the city government's proposal to keep the rates as they are.
Theme 9ο : Determination of the fees for the cleaning and electric lighting service.
The proposal of our group was
Residential _ 1,00 euro/sqm, Shops - Businesses _ 1,40 euro/sqm, Municipal Tax _ 0,10 euro/sqm
contrary to the proposal of the municipal authority which was

Theme 10ο : Determination of the water supply and sewerage service charges.
The proposal of our group was
A_ Tariff policy should be differentiated according to use, rewarding low consumption and charging high consumption.
B_ Create a category for professional use to help businesses. It is not right that the business user should be charged the same as the home user.
C_ Establish a social tariff.

For your information and in accordance with the Water Supply Regulation 2018 of the Municipality of Kythera as in force until today provided
Article 10, paragraph 4. Water Supply Regulation (as in force by Decision 147/2011 of the City Council)
The reduction of the water supply tariff by 35% of the total expenditure per water meter for disabled persons with a disability rate of more than 67%, as well as for large families with more than three minor children whose annual income does not exceed 15.000,00 € (no.429/2008 on «revaluation of water supply charges»). These will only apply to the main residence of the beneficiary
SOCIAL WATER TARIFF
It is proposed to amend and implement Social Tariff which forms an integral part of this decision of the tariff policy in accordance with the following :
The special categories of citizens exempted from the obligation to pay fees are as follows:
- Needy citizens can have full exemption if they have an annual income of up to 4.000€ (by presenting the tax clearance certificate). This exemption is valid up to the consumption of 50m3 per two months. For the additional consumption of 50m3 the charge is 0,50€/per m3.
- Disabled persons with a disability rate of 67% and above and an annual income of up to 35,000 euros to be charged with a 50% reduction of the current household tariff.
- Families with at least 3 minor children to be charged a 35% reduction in the current residential tariff.
- Families with at least 3 minor children and an annual income of up to 20,000 euros to be charged with a 50% reduction of the current household tariff.
- Single-parent families with an annual income of up to 15,000 to be charged a 50% reduction in the current residential tariff.
Article 13 Water Regulation (as in force with Decision 147/2011 City Council)
Consumption ceilings
- The maximum limits of water consumption for homes, shops, hotels, etc., is determined by the City Council, depending on the available quantities of water and are as follows:
(1) For houses the 200 sq.m.
(2) For hotels, hotels with rooms up to 20 beds, shops, laundries, laundries, flower shops, construction sites, building material yards, animal farms, etc., the maximum limit is 500 sq.m.
(3) For hotel units from 21 to 50 beds the maximum is 800 sqm.
(4) For hotel units over 50 beds the maximum limit is 1200 sq.m. 2.
Those who exceed the consumption cap will be subject to a 30% surcharge.

The proposal of the Municipal Authority was to maintain the water and sewerage charges as they are and more specifically the proposal was the following:
Taking all the above into account as well as :
- The situation in the country due to the pandemic of covid 19 where it has significantly impacted collectability.
- The intensification of the actions of the Municipal Service for the collection of debts of past financial years.
