«Sloppiness and haste in the preparation of studies and projects auctioned by the Municipality», attributes the municipal authority, with a press release released, the municipal combination «People First».

In the same statement, the faction lambasted the majority for, rotationally the procedure for convening the financial committee (with the wrong date), while charging the other members of the committee (other than the gentleman Clover) No response to the question of the group on how the members of the group should vote. Notification of the negative vote of its representative on the desalinations and underlines the the responsibility of the municipal authority in checking the completeness and legality of the study, which was drawn up by technical service of the Region of the Attica Islands.

Finally, attached is the mail sent by the representative of the faction, Nikolaos Magoulas, to meeting of the financial committee, dated 31 May 2021, by which it discloses its aforementioned objections and its vote on the matters raised therein. With regard to the issue of desalination, it expresses its opposition to the type of tender chosen (short procedure), considering that an open tender would allow «to obtain a greater discount for the municipality».

The following is the press release of the party.

«19 September 2021

Following the publications of the local press regarding the cancellation of the tender by AEPP for the supply of portable desalination units, we would like to inform you of the following:

1_ This item was included in the 13th meeting of the Finance Committee which was held under the rotating convocation procedure. It was the fifth meeting of the Finance Committee in about 15 days. In fact, the indication of the day of convening was incorrect, which could have caused confusion to the participants. For this reason, the representative of our group, Mr Nikolaos Magoulas, asked for the meeting to be postponed, but this request was not granted.

2_ The representative of our party, in the email he sent with his participation in the meeting, in addition to his protest about the continuous meetings of the finance committee during this period, he expressed his strong opposition to the rotating convening of the committee, especially since the meeting included serious issues concerning large funding.

3_ The representative of our group, following up on his previous emails, asked to know how the other members of the committee (except for Mr. Trifilli) voted, who communicated his votes by email to all members of the finance committee. No reply was received in this regard.

4_ The representative of our group, Mr Nikolaos Magoulas, voted against on this particular issue.

But on the occasion of this event, we would like to stress once again, the sloppy and hasty preparation of studies and projects that our municipality is auctioning off. The truth is that most of these studies are drawn up in the technical department of the Region of the Attica Islands, but this does not remove the responsibility of the Municipal Authority of Kythera to check the completeness and legality of these studies.

Dear Secretariat of the Financial Committee,

Please write the following in the minutes of the meeting and in the resolution for each item.

I complain about the repeated insistence that the meetings of the financial committee be held with a procession, at the same time that most of the population of Kythera has been vaccinated. When the municipal authority makes daily visits to villages of Kythera, and more than 10 people gather in closed rooms, in the presence of the Mayor and Deputy Mayors, it is at least contemptible not to convene the economic committee in person. Within 15 days, 2 extraordinary and 2 regular meetings of the Economic Committee have been held by rotation. I have been asking for the last fifteen days how the other members of the committee vote and I have received no reply. I denounce the opaque procedures that are being followed. This tactic obviously serves certain purposes, especially at a time when most of the issues are very serious and involve major funding.

In the invitation the date of the meeting is wrong, 31/5 is Monday and not Friday. I suggest cancelling the meeting as this could create confusion and some of the members might not participate in the process. When the chairman is strict on the time limit that a member is allowed to vote by email (he cancelled my votes on Friday 28/05 at the 12th meeting as my email arrived 19 minutes after the 2 hour time limit) he should be strict on everything.

Dear Colleagues,

I am still waiting for your response on how you participate and vote in the rotating meeting process, with the exception of Mr. Trifilli, who shares his emails with everyone. I take it you do not receive the emails?

Approval of the notice and the other documents of the study and determination of the terms and conditions of the restricted tender entitled: «Construction and operation of desalination plants in the settlements of Ag. Pelagia and Diakofti». NO, I am opposed to the tender being conducted by a summary procedure, it should be conducted by an Open Procedure to achieve a greater discount for the Municipality.
