Interesting turn takes the case that had occupied Kythera last March, as it came to light autopsy report of the Directorate of Building and General Planning of the Municipality of Piraeus, dated October 16, 2025, which refers to arbitrary constructions in an off-plan area in the position Pathulia of the municipal community of Karava, allegedly owned by a relative of the relative President of the Commission for the Inherent Property of Kythera and Antikythera, Evangelos Venardos.
The autopsy was carried out by the engineers of the Piraeus Building Directorate after complaint of the surveyor - engineer George Syralis, in July 2025 to the competent authorities and the National Transparency Authority. The document mentions a series of unauthorised interventions on land on a rural road, which do not have a building permit and violate urban planning provisions.
The report notes that the property was closed and the autopsy was conducted without the presence of the owner, using digital media and measurement techniques to substantiate the infringement.
Officials conclude that construction is integrated without are accompanied by a building permit, while they are off-plan. Finally, it is stated that these are constructions after 28-7-2011.
Based on analysis and level of fines accompanying the report, the agency imposed:
- Erection fine: EUR 46 190,64
- Maintenance fine (50%): EUR 23 095,32
The Agency states that the report results in a work stoppage in accordance with P.D. 267/1998, while giving the person concerned the right to an appeal within 10 days. If no objection is lodged, the act becomes final and the procedure for the collection of the fine will be initiated and a demolition order may be issued. The report was communicated to the Municipality, the Police and the complainant.
This new development follows on from of the complaints that had been formulated in March by the surveyor George Syrmalis, who had denounced in a memo «transformation of land parcels of the Domestic Property into private property».
It is recalled that for the Syralis complaint there was also transmission of the case by the Mayor of Kythera to the Domestic Property Committee and the Piraeus Public Prosecutor's Office, as Kythera.News had revealed.
It is also recalled that the president of the EEPKA, Evangelos Venardos, had dismissed the allegations of Syralis about the encroachments, calling them «false and slanderous». But the report of the Piraeus urban planning department states that there have been unauthorised constructions on this parcel of land, which violate planning regulations.
Kythera.News contacted Mr Venardos following this development and asked him to comment on it. Mr. Venardos responded to us on the matter that there has been a settlement process for the property in question since 2016.
This development rekindles the debate for the allegations made by Mr. Syralis, which also referred to trespassing on public land, and it appears, for the first time publicly, that the case is now under investigation by the competent authorities.
Developments in the coming period are expected to determine the outcome of the whole case.
