SUBJECT : Non-signature to date of the Minutes of the Municipal Councils.
More than two and a half years (2.5) have passed since the
duties of the current city council and to date we have not
sign not a single minute of any meeting or decision. A matter that
I have put it to you personally, many times, at the stage of informing the municipal
councils, but also which is a constant demand - the request of the entire
opposition remains unanswered and without any progress.
According to the Code of Municipalities and Communities (N.3463/2006 GG A
114/30.6.2006) in Article 97 we read the following:
Minutes of the meeting
1.The minutes of the meeting of the municipal council shall be kept under the responsibility of the secretary of the municipal council and a municipal official. The minutes shall be taken by means of a tape recorder or video recorder or any other appropriate electronic means. The municipal clerk shall also keep a summary of the minutes.
2.The transcribed or transcripts shall be transferred to sheets of paper, which shall be numbered and initialled by the president of the municipal council. At the end of the year, these minutes shall be bound, under the responsibility of the chairman and the secretary of the city council. If it is not possible to use a tape recorder or video recorder at a meeting, provisional minutes shall be kept, copied on sheets of paper initialled by the chairman of the city council. These sheets shall be numbered consecutively to the numbering of the transcripts or tapes and shall be bound together with the transcripts. Failure to keep the minutes in accordance with the above shall constitute a disciplinary offence for the chairman and secretary of the city council.
3.The minutes, as provided for in the preceding paragraphs, shall be signed by all members present at the meeting. Where a councillor refuses to sign, the refusal and the reason for it shall be recorded in the minutes. Failure to sign the minutes shall not affect the validity of the decision.
4.The minutes of each meeting shall be given a separate serial number, numbered consecutively by year. Minutes shall also be drawn up when a meeting is cancelled for any reason. Each decision of the Council shall be given a separate number and shall be renumbered at the beginning of each year.
5.Any councillor may request to receive copies of the minutes or to have full knowledge of them in case it is difficult to obtain copies.
6.Three (3) days after the meeting of the municipal council, a table shall be published in which the issues discussed, the number of decisions and a summary of their content shall be noted. This table shall be posted in the municipal store, unless other provisions provide for a special way of publishing the decisions of the city council. Decisions of the municipal council of a regulatory nature shall be published in full in the municipal store and individual administrative acts at least in summary form. A certificate of publication shall be drawn up by a municipal official or other public body.
7.Anyone with a specific legal interest may request, in writing, certified copies of the following documents.

8.With the care of the president of the municipal council, all decisions of the municipal council may be posted on the website of the Municipality. The non-publication of the decisions on the website does not constitute a reason for the invalidity of the decision.
