The Kythira Foundation for Culture and Development (K.I.P.A.), within the framework of its charitable aims for the qualitative development of our beloved homeland, has decided to design and implement a special program for the preservation and utilization of the agricultural and livestock assets of Kythira, which today, due to migration and the pursuit of urban professions, has been abandoned or is in steady decline.
The time for the rescue and utilization of these assets is now appropriate, but also final, because the process of drafting an official land registry by the Greek State, which requires their legalisation and declaration in order to be saved. If this does not happen, these assets will either be usurped and declared by opportunistic foreign usurpers or they will fall into the hands of the state.
The aim of the Program is to benefit owners who are unable to utilize their parents' property, as well as to benefit our homeland, so that it does not permanently lose this fundamental source of qualitative and economic development.
A. SERVICES OFFERED BY K.I.P.A.
To fulfill this dual purpose, KIPA will provide, free of charge and at its own expense, the necessary services to any interested landowner for the location, legalization, and official identification and registration of their land in the land registry, so that it can be utilized. It should be noted here that KIPA, as a public benefit foundation, is not permitted to charge fees or make a profit for any of its services or activities. Its income for its charitable work comes from donations and sponsorships.. Therefore, the coverage of its expenses and donations of services will be covered by a corresponding donation of a portion or percentage of each real estate property that becomes usable or by a donation of a corresponding amount. Based on the value of the donation, the donor and landowner will be declared a donor or benefactor of the Foundation based on the Scale of Donors and Benefactors (donor, major donor, benefactor, major benefactor), which we have posted on the KIPA website.
KIPA will provide each interested owner with the following preliminary information about the services it will offer:
- Locating and demarcating properties based on information provided by the owner and other sources.
- Provisional classification, in accordance with the law, of land, whether it is: forest, grassland, uncultivated or cultivated farmland, olive groves or other, buildable or not, with access to a municipal or other road or not, and any other territorial characteristics, distributed or undistributed, declared or not to the tax office, surveyed or not by a professional surveyor, property and inheritance taxes paid or not, and anything else that is necessary.
- Legalization process vis-à-vis the state: notarial distribution of undistributed estates, official surveying, legalization of land use, certification of unauthorized use, registration process in the land registry or mortgage registry as immediate, rough estimate of legalization costs as a rough estimate, estimate of current value.
- Free provision of these services and coverage of all costs by our charitable foundation.
B. REQUIREMENTS FOR OWNERS TO WORK WITH K.I.P.A.
Any individual or joint owner who is interested in participating in the Program for the utilization of their agricultural property must submit a document to K.I.P.A. with the following content and information, or as much of it as they know:
- Expression of interest in participating in the program by the owner or at least one of the joint owners, in the case of co-ownership.
- Information on the names of all known co-owners and the degree of kinship from which they inherited or otherwise acquired the properties, the original owners who were or are residents of Kythira, their village of residence, their current address, telephone numbers, e-mail, family nickname, the location of the properties, and any other relevant information. .
- Copies of all contracts, wills, and any other private or official documents relating to the properties and possibly containing information about individuals in Kythira or elsewhere in Greece whom the Foundation could contact to find and request the necessary information.
C. TERMS AND CONDITIONS FOR THE PROJECT TO BE UNDERTAKEN BY K.I.P.A.
After researching and locating the properties of each interested party, KIPA will send them the terms and conditions under which they can, in accordance with the law, to undertake, free of charge and at its own expense, the legalization process for their exploitation. The document setting out the terms and conditions will also include a budget of the costs to be incurred, as noted by KIPA, as well as a detailed description of the services to be provided, so that the interested party can verify the accuracy of the terms and calculate their own obligations to the Foundation. These terms will have the following content:
- Whether each property is exploitable and of interest to KIPA or not, as well as its current value to the owner.
- If each property is exploitable, how long will it take to legalize it for exploitation, what could be its exploitation, and how much will it cost to exploit it?.
- What percentage of his property should be transferred free of charge to KIPA to cover the costs of legalizing it and to declare the owner of the Public Benefit Foundation and include them in the list of sponsors that we have posted in our newsletter?
- If disputes arise with private individuals or the State, or other unforeseen or extraordinary expenses, difficulties, or weaknesses arise in the entire process of legalizing the property, KIPA will inform the owner in detail in order to consult with him on how these could be addressed, so that the entire effort can continue or not.
