On 22-1-2025, two new electricity producer certificates for industrial wind power plants were posted on the website DIAΓEIA by the Regulatory Authority for Waste Energy and Water (R.A.A.E.Y. formerly R.A.E.). These are new administrative acts IN REPLACEMENT of the older production permits in the areas KORDELLIDES (near the Petroniou-Gerakarios areas) and PHOINIKIES (in the area of Logothetianikon) of TERNA SA group interests and in areas WITHIN the Natoura 2000 NETWORK. At the same time, a decision of the vice-president of the energy sector of the authority was also posted in the DIGITALITY and a decision of the vice-president of the energy sector of the authority that modifies the current producer's certificate in the area of XEROKAMPIA (above Routsouna beach).According to the new producer's certificate and the vice-president's decision it becomes:
a) change the number and type of wind turbines to 4.5 megawatt wind turbines with a blade diameter of 136 meters!!
(b) Diversification of installed capacity and the limits of the installation sites.
Our country was condemned on 12/2020 by the Court of Justice of the European Union for not having adopted measures to protect nature and biodiversity. Essentially, it left for many years to serve economic interests, allowing the siting of industrial wind farms all over the country.
After the conviction, the Ministry of Environment and Energy proceeded late in the preparation of the Special Environmental Studies for the areas of the country's NATURA 2000 network. Last year, the Special Environmental Study (SEA) for the island of Kythera was also completed.
According to the study that fully justifies our findings, the geographical location of Kythera, in southwestern Greece, at the southernmost tip of the Balkan peninsula, is a very important migratory bottleneck in the central eastern Mediterranean for millions of birds that make their annual migration in the spring months from the wintering grounds in the African continent to Eurasia and vice versa in the autumn months. Energy production from industrial wind farms should be banned on the island as it is completely incompatible with its environmental value and poses a very serious threat to the protected object.
Obviously, for the consortium ‘’Aeolikon Park Troulos O.E.’’ of the company TERNA S.A., the conclusions of the NRC have no value. So instead of withdrawing its 3 projects in the North of Kythera, which are located within the NATURA 2000 area, it decides to increase the size of the wind turbines which now exceeds 200 meters in total height!!! This at a time when by ministerial decision the beaches of Routsounas, Amoutsi, Karpathi and Agios Nikolas of the region were declared UNLESS!!!
In the last five years, the island has managed to force two large companies (ELLAKTOR and KOPELOUZOS) to withdraw their energy projects. The same will happen with the projects in the interests of the TERNA group. So in this case too, and with the support of the Kytherian Foundation for Culture and Development (K.I.P.A.), we will seek to file an appeal to the Waste Energy and Water Regulatory Authority for these new administrative acts.
We expect the Municipality to remain a consistent companion in the struggle we started together years ago by doing the same.
In order to continue the legal fight in the administrative courts and for these new producer certificates, it is necessary to continue the supply of any small or large amount of the K.I.P.A. account.
