The Coordinating Body for Primary Health Care, Panhellenic Federation of Clinical Laboratory Specialists (POSKE), Panhellenic Federation of Private Primary Health Care Associations (POSIPY), Panhellenic Association of Medical Diagnostic Centers (PASIDIK), Panhellenic Union of Private Medical Companies and Polyclinics (PANIDI), Union of EOPYY Doctors (EN.I.-EOPYY), with the participation of representatives of Primary Health Care structures, discussed the problems of the sector, with the main points being the management of claw back, as well as the performance of rapid tests by non-doctors and specialized personnel.
On the issue of claw back, They accuse the Deputy Minister of Finance of “indifference” to the requests of the Ministry of Health and EOPYY for an increase in the budget of the Primary Health Care System by €28.5 million. “These €28.5 million are requested to finance primary healthcare for 2020, in order to cover the extra burden on the already inadequate budget in relation to the actual needs of the population,” they say.
Furthermore, they express their opposition to “the possibility given for the implementation and evaluation of rapid test by non-health professionals without the scientific responsibility of a doctor.” They emphasize that “the reliability of the results of this diagnostic test performed by non-licensed primary healthcare providers is of dubious quality. The results of rapid diagnostic tests determine the country's course of action with regard to COVID-19” and call on the Ministry of Health “to review its decision and not allow rapid tests to be carried out by non-physicians.” They conclude that the sector is ready to take action in the second half of September.
