In a letter to the Minister of Infrastructure and Transport, Mr. Konstantinos Karamanlis, the mayor of Kythera, Efstratios Harchalakis expresses his «strong protest» for the delays observed in the maturation of the project concerning the addition of classrooms in Kythera High School.
Mr.Harchalakis complains about the fact that the management of the company supervised by the Ministry, which is in charge of the completion of the project, has not proceeded to complete the study based on the recommendations of Archaeology, for a project that is considered «extremely necessary» and whose «preliminary studies have been completed for 12 years».
The mayor of Kythera - Antikythera attaches all communication documents of the various services and warns that «any further delay is totally unjustified» and will lead to further legal action.
Below is the letter of the Mayor of Kythera:
«HELLENIC REPUBLIC
MUNICIPALITY OF KYTHIRON
MAYOR
To.
κ. Konstantinos Karamanlis
Public: 1. Deputy Minister of Shipping and Island Policy
κ. Konstantinos Katsafados
2. mr. Members of Parliament of Piraeus and the Islands
3. Building Infrastructures S.A.
Subject: Addition of classrooms at the Kythera High School.
Dear Minister,
I hereby express to you my strong protest - and at the same time my
my disappointment - for the attitude shown by the management of KTYP S.A., a company that
supervised by your Ministry, to the Municipality of Kythera.
Specifically:
- With the document of the Director of KTYP S.A. (No. 12427/04-09-2020).
κ. Athanasios Yannaris, was transmitted to our Municipality complete and approved by the
Technical Council of the former OSK S.A. preliminary design for the project «Erection of
addition of classrooms in the Gymnasium - Lyceum of Kythera», which has been prepared
since 2010 (!). Our Municipality immediately forwarded the above study to the Ephorate of Antiquities
Piraeus and Islands, for the adoption of the relevant opinion, in order to
to proceed with the project (no. 3909/19-09-2020).The Ephorate of Antiquities of Piraeus and Islands, reacted immediately, and with no.
802/05-10-2020, requested additional information on the project,
in order to proceed with the introduction of the matter to the Local Council
Monuments, as the Gymnasium is located at the foot of the Venetian Castle
Chora Kythera, supervised by the Ministry of Culture. The very next day, with our letter no. 3736/06-10-2020,
forwarded the document of the Ephorate of Antiquities of Piraeus and Islands to
Directorate of Studies of KTYP S.A. in order to make the completions
on the study, based on the guidelines of the archaeologists.Since then, despite our constant harassment of the President of the CTI Mr.
Katsipo (to whom there have even been calls from MPs of the A
Piraeus and the Islands), no progress has been made on this issue. Although the CTI
has organised Technical Services (which is also mentioned in the
website) and has every opportunity to complete the study on the basis of the
suggestions of Archaeology, shows no progress whatsoever and does not
reply to the relevant documents of the Municipality of Kythera, the last of which
is ref. no. 387/03-02-2022.
Dear Minister,
At a time when financial instruments are increasing (e.g. Recovery Fund,
new NSRF, new CIP, etc.) it is really unthinkable to have such a large
delay in the maturation of a much-needed school project, which the
preliminary studies have been completed for 12 years. The requests from Archaeology
adjustments can be made in house, i.e. by the Technical Service of the
KTYP SA, which must immediately complete the studies and permits, in order to
we can claim funding.
Any further delay is totally unjustified and will force us to
take further legal action.
Thank you in advance.»
