Em. Stathis: «I will not tolerate N. Magoulas» inappropriate behavior again."

The President of the City Council, Emmanuel Stathis, replied to the recent announcement of the municipal faction “People First”, which referred to a lack of respect for the opposition and a violation of the rules of the city council.

In his response, Mr Stathis accused the opposition as a whole of «political expediency» and Mr Magoulas personally of «unacceptable» and «inappropriate» behaviour.

The following is the statement from the president of the city council.

«Dear colleagues,

With regard to the above-mentioned matter and as regards the procedural issues that
referring to this, I (re)inform you of the following:

You have been informed in detail with my letter no. 192/22-01-2020 regarding
how the discussions in the City Council are conducted. Therefore, the

2. The time of the briefing by the Mayor and the submission of questions by the
opposition councillors is specific and limited and has
maximum duration of 1 hour. Each councillor or leader questioner
party may not exceed 2 minutes at the briefing stage. After
the questions are completed by all those who wish to ask a question or
proposal, the Mayor replies without dialogue being allowed (explicit provision
of Article 4), i.e. there is no second from any councillor
at the information stage. The Mayor's response also cannot be
exceeds 2 minutes for each question or sentence. The Mayor reserves the

3. Documents addressed to the City Council shall be communicated by
the President only insofar as they relate to his or her responsibilities. According to Article 2
par. 1 of the Rules, the Board shall deal with all matters relating to the
municipality other than those falling within the competence of other unilateral or
collective bodies of the administration (e.g. Mayor, Finance Committee, etc.). The
opinions or disagreements of a citizen about a municipal project do not constitute
responsibility of the City Council. I am not commenting at this time on the fact that Mr.

the Rules that a) interactive discussions are not allowed and b) the speaker
cannot move away from the issue under discussion. These two strict
restrictions set by the Legislature, bind the President with regard to the
compliance with a specific procedure.

8. Finally, in response to your reproaches about my democratic sensibilities.
