After freedom pass as an incentive vaccination for 18-25 year olds, a package of “privileges” or concessions for the entire population was also officially announced, as the prime minister hinted, Kyriakos Mitsotakis and confirmed by the government spokesperson, Aristotelia Peloni.
As the Minister of State said, George Gerapetritis, The triple objective is to increase vaccinations, rehabilitate those who have been vaccinated, and limit the spread.
In this context, the government adopts the proposal of the bioethics committee.
-The first set of measures concerns public information, i.e., persuasion. To this end, there is an information campaign that will be scaled up to target specific population groups.
-The second pillar is facilitating movement in specific areas for those who are fully vaccinated.
-The third pillar is mandatory vaccination for specific groups of workers, in health centers and elderly care facilities.
Dining and entertainment venues will be divided into two categories:
1. In pure spaces, which will be accessible to those who are fully vaccinated and those who have been ill in the last six months.
2. In mixed spaces, which will be accessible to vaccinated individuals and those who have undergone either rapid either in molecular PCR test, while the “equation” for these activities yields the following results self-test.

More specifically, as Mr. Gerapetritis said, there will be:
– Closed spaces, such as restaurants, cinemas, and theaters, as well as stadiums and entertainment centers, where there will be a tiered system. Only vaccinated individuals (two doses and 14 days after the second dose or single-dose vaccines) and those who have been ill in the last six months will be allowed in these spaces.
– Mixed groups will include those who have been vaccinated and those who have taken a rapid test.
Each business will choose whether it is a single-use or mixed-use space. The declaration will be made on a central platform and there will be special signage at the premises.
The pure spaces will have a capacity of 75-80% and the mixed spaces will have a capacity of 25-75%.
The classification depends on the space and how much crowding there is. In some cases, masks will not be mandatory in spaces with only one type of person. In mixed spaces, masks will be mandatory.


Specific penalties and controls will be imposed by the State. All customers in single-sex areas must present their vaccination or illness certificate, and in mixed-sex areas, their test results. Checks will be carried out via a digital platform that will verify the authenticity of the certificates.
All venues that will open, including indoor and large gathering spaces, will open on July 15, and indoor cinemas and theaters will open on July 1. Subsequently, by increasing capacity, pure spaces will be created.
As Mr. Georgiadis said on his part:
“Only vaccinated individuals and those who have been ill in the last six months will be allowed in these areas. These areas will be more crowded, and masks will not be mandatory.”.
“In mixed spaces, in addition to vaccinated individuals, unvaccinated individuals wearing masks and with a mandatory negative rapid test will also be allowed. In mixed indoor spaces such as restaurants and cafes, capacity will be limited to 50%.”.
As Mr. Adonis Georgiadis also said, minors will be able to attend single-sex venues with a self-test declared by their parents. In single-sex venues starting July 15, capacity will reach 85%.
In mixed spaces, starting July 1, capacity will be 50%, and minors will be admitted with a self-test from their parents.
As for sports facilities (open and closed), they will reopen on July 15 only for vaccinated individuals wearing masks.
In summary:
Areas declared as pure: They will operate at a maximum capacity of 85% – without the use of masks.
Spaces that have been declared as mixed: They will operate at a maximum capacity of 50% – mandatory use of masks and a negative rapid test result within the last 48 hours. Minors must present a negative self-test result declared by their parents.
In theaters and cinemas The use of masks will be mandatory regardless of classification.

Open-air concerts
For outdoor entertainment venues, other than sports fields, that host live shows and performances, the separation will be as follows:
Areas declared as pure: They operate at a maximum coverage of 85% of their capacity.
Spaces that have been declared as mixed: They operate at maximum capacity coverage:
- 75% for venues with up to 1,000 seats – mandatory use of masks
- 70% for venues with up to 5,000 seats – mandatory use of masks
- 65% for venues with up to 15,000 seats – mandatory use of masks

Closed and open music venues and clubs
Spaces designated as unmixed: Operate at a maximum occupancy of 60% of their capacity – without the use of masks.
Venues designated as mixed: Operating at a maximum capacity of 25% – public access with a negative rapid test result within the last 48 hours.

Entrance to the stadiums
Both open and closed stadiums will now operate at a maximum capacity of 85%.
Access is granted to those who have acquired immunity, i.e., have been vaccinated with two doses of vaccine or with a monovalent vaccine, and 14 days have elapsed since their final vaccination, or have proven to have been ill in the last six (6) months.
Minors must present a negative self-test result certificate issued by their parents.
