Its position on this with the questions of Kythera.News as regards the serious allegations made by the original designer of the project, Mr. George Syrmalis (document «Vol 2») for the sewerage project in the southern part of Kythera, the municipal faction «All Together, Kythira - Antikythera».
The following is the response of the party:
Following the questions posed to the members of the Municipal Council regarding the sewerage project of the South Department of Kythera, the municipal faction «All Together, Kythira - Antikythera» positions itself with institutional clarity, responsibility and full awareness of the seriousness of the issues that arise.
The material submitted contains very serious allegations, which concern both the design and implementation process of the project and issues of technical adequacy and potential environmental impact. At this stage, these allegations can neither be accepted nor rejected without a complete, documented and legitimate administrative and technical file. However, this does not mean that they can be ignored.
Regarding the question of convening an Extraordinary Municipal Council, it is pointed out that this institutional tool is a top instrument of control and is not suitable for procedures without substantial content. Its activation presupposes the existence of concrete elements, a clear subject matter and the possibility of a real investigation. Convening a Council without full data does not lead to transparency but to confusion and a devaluation of the process. Scrutiny does not depend on political considerations or expectations of results, nor can it be suspended until the parties involved decide for themselves whether to scrutinise themselves. It is exercised when the necessary data are available and in a way that produces results.
As regards the question of referring the file to higher authorities, it is stressed that recourse to control and judicial mechanisms is not a matter of intention or public declaration but a matter of substantive institutional responsibility. Complaints are serious, but they cannot be forwarded piecemeal or on the basis of isolated facts. Systematic recording, evaluation and legal substantiation are required to ensure that the process is effective and not a sham. Our group has demonstrated in practice that, where there is sufficient evidence, it does not hesitate to take the matter to the competent authorities. We do not have to prove whether we will do so. Precisely for this reason, any such action must be fully justified and documented.
With regard to the technical audit of the project, it is obvious that the investigation of technical issues of this level cannot be carried out in a piecemeal manner or on the basis of general allegations. A comprehensive technical assessment, comparison with the approved studies and clear identification of control points are required. The technical audit cannot be used either as an instrument of political pressure or as an a posteriori confirmation of impressions. It must be independent, comprehensive and based on concrete data. If it is found that the procedures laid down are not being followed or that potential problems are not being adequately addressed, the competent control mechanisms must be activated.
With regard to the complaints about potential environmental pollution, it is noted that two distinct issues have been raised that require separate and objective investigation by the competent bodies. The first concerns the allegation that the subsea pipeline of the biological treatment plant in Capsali may have been damaged, resulting in the escape of waste water into the marine area of Capsali. The second concerns a complaint about the uncontrolled disposal of waste water in the Mylopotamos area, which allegedly ended up in a stream near an archaeological site. For these issues, our municipal faction has already submitted a relevant question to the Technical Service of the Municipality and is waiting for the official response, in order to clearly reflect the actual situation for each case and to evaluate the next institutional steps. A full and documented response from the competent department is a necessary precondition for any further institutional action.
The municipal party «All Together, Kythira - Antikythera» operates with a firm commitment to institutional responsibility and to safeguarding the public interest. It does not make any sensationalist moves, but neither does it adopt a stance of inaction. Where there is evidence, it acts. Where control is required, it seeks it. And where issues relating to the environment, infrastructure safety and the management of public resources are at stake, there is no room for discounts.
The society of Kythera needs neither easy denunciations nor easy denials. It needs answers. And we must ensure that we have them in an institutional way, with documentation and without delays.
Sincerely,
Zacharias I. Souris
Head of Municipal Party
«ALL TOGETHER KYTHERA - ANTI-KYTHERA»
