An important development is noted in the case of the wind farms in Kythera, as three different applications for annulment following the review requests to RAE are to be discussed before the First Chamber of the Administrative Court of Appeal of Athens in the coming months. The review requests were submitted by Kythira Foundation for Culture and Development (KIPA), Municipality of Kythira, Domestic Property and a large number of citizens of the island turning against the Waste, Energy and Water Regulatory Authority (Waste, Energy and Water Regulatory Authority) and the company's projects «TERNA Energy S.A. - VECTOR Wind farms in Greece Wind farm Troulos O.E.».
The three applications for annulment concern the legality of the Special Projects Producer Certificates issued by RAEAY for wind power plants with a total capacity of over 130 MW in the positions «Xerocabia», «Ribbons» and «Charcoal Pit - Phoenix» of the Municipal Unit of Kythera. The applicants request the cancellation of producer certificates of RAE and the suspension of any authorisation concerning those projects, arguing that when those producer certificates were issued to replace (due to a change in legislation) the previous production licences the electricity network of the Peloponnese was saturated, which is a key reason for cancellation on the basis of the legislation in force.
The cases have been assigned case numbers AK1243/2025, AK1244/2025 and AK1245/2025 and are to be discussed at November 14, 2025 and 23 January 2026. The decisions of the Administrative Court of Appeal of Athens will be decisive because if they finally vindicate the struggle of the island, they will remove from the company these licenses which it can hold for 25 years! The island's consistent effort may have borne fruit so far and the environmental licensing of the projects may have become very difficult, but it is considered important to end the issue in its entirety.
The common legal action on the applications for annulment as was done on the applications for revision residents and institutions of Kythera is considered necessary and particularly important as has recently been highlighted by a press release of the Kythera Citizens' Movement in July 2025. It will be yet another Coordinateη κmovement Reaction and may put a definitive end to the projects of TERNA ENERGY.
