Question submitted to the Regional Council of Attica by the regional councillors Maria Kazakou and Catherine Logotheti, representing the faction «Attic Circle of Cooperation and Trust». The question concerns the course and delays the construction of the internal water supply network in the Agia Pelagia Kythera, a project of crucial importance for the region.

The project, funded entirely by the Attica Region, aims to meet the water supply needs of the settlement of Agia Pelagia, including tanks, pipeline network, wells and fire hydrants. Despite this important investment in the most touristic settlement of the island, the project is in a Stop, mainly due to the non-payment of the 4th account and the claim compensation for positive damage by the contractor.

In the question, Mrs Kazakou and Mrs Logotheti point out that during the summer period, residents and tourists suffered great inconvenience due to water supply problems in the area. The regional councillors are asking for an explanation for this delay, as well as for the documentation of the compensation claimed by the contractor, while requiring timetable for completion of the project.

The question was submitted to the Attica Region Governor Nikos Chardalias, with the extension of the project on the table. The residents of Agia Pelagia expect a solution to the serious problem of water supply, in the hope that the work will proceed smoothly. Read the question below:

Subject: Question about the project: «Construction of the internal water supply network of Agia Pelagia Kythera»

The project «Construction of the internal water supply network of Agia Pelagia Kythera» is a very important project for the island of Kythera.

The object of the project is the construction of the internal water supply network (distribution network) of the settlement of Agia Pelagia in Kythera which will cover the water supply needs of the entire settlement.

More specifically, it includes the construction of tanks, 28 km of internal network pipelines, 177 buffer wells, 16 cleaning wells, 54 fire hydrants for fire fighting and all the necessary electromechanical and automation works.

The project budget is 3.100.000,00 € (including VAT) and is fully funded by the Region of Attica.

The project according to the 08.09.2017 programmatic contract, has been tendered by the Municipality of Kythera and is executed by the Region of Attica / Technical Works Department of the Regional Unit of Piraeus and Islands / Department of Support for Island Municipalities.

On 26.04.2021 the 1^η amendment - extension between the Region of Attica and the Municipality of Kythera, for the above project, which expires on 08.11.2024.

On 08.06.2022 the contract between the Municipality of Kythera and the company «TEVAR TECHNIKI LATOMIKI TOURISTIC NAVITILIAKI AND TRADE COMPANY» was signed, with a contract amount of 1.519.005,33 euros, including VAT.

To date, the Region of Attica has funded the project with the amount of 291.283,43 euros.

In its letter No. 4629/13.09.2024, the Municipality of Kythera requested the extension of the programme contract by 36 months, in order to complete all the works of the project.

In 33^η The extension of the project was discussed at the Regional Committee meeting.

In the recommendation of the service it is stated that «The project is in a work stoppage due to pending payment of the 4^no(calculation of default interest) and 5^no(compensation for positive losses) Account.»

Because last summer the residents and tourists were particularly affected by the lack of water supply in the area of Agia Pelagia.

As there is insufficient documentation for the delayed payment of the 4^no account resulting in a claim for compensation for consequential damages from the contractor.
