The Government Gazette for the Tourism for All 2022 programme has been published, which includes the beneficiaries of the €150 Voucher.
The platform for applications is expected to open on Friday 15 or Saturday 16 July, according to what the Deputy Minister of Tourism, Sophia Zacharaki, said on Monday.
Referring to the delay in applications for the Tourism for All programme, she stressed that «it is a digital platform in cooperation with other bodies and because we want it to be perfect, both in its organisation and especially in its implementation - and since we expect hundreds of thousands of people to enter - we would not want there to be a negative first mood».
In addition, he recalled the intangible card and stressed that the aim is «not to inconvenience the user or the hotelier, who will use it as he will get the money immediately» and noted that «He will be paid immediately and will not wait months, as with previous programs.
Money that will be tax-free. It is an amount that will go towards the liquidity of the business», stressing that this is «a positive chain reaction».

What the GGC says
- The aim of the programme is to boost the demand for domestic tourism by subsidising accommodation services to beneficiaries for holidays within the Territory.
Through the programme, a financial facility of one hundred and fifty (150) euros is granted to natural persons who meet the conditions set out in Article 2, following their online application and selection by lottery. In particular, for disabled persons who are drawn as beneficiaries, as well as for drawn beneficiaries with disabled children, in accordance with the procedure described in Article 5, the financial assistance shall amount to two hundred (200) euros.
The above amounts apply only to the beneficiary and are not increased in the case of dependent members.
- The above financial facility shall be credited by the Implementing Entity to the beneficiary, as defined in Article 2 of this Agreement, on a digital debit card issued specifically for this purpose by a credit institution or financial institution.
For the issuance of the above digital debit card and the crediting of the amount of money, a special application is created by the Implementing Entity in the Single Digital Portal of the Public Administration (gov.gr - EPSP). A Programme Agreement is concluded between the Ministry of Tourism and the Implementing Entity, i.e. KTP M.A.E., in which the general conditions for the implementation of the programme are defined.
- The Implementing Entity is designated as the controller and processor of the processing of personal data carried out in the context of the management of the aforementioned electronic application/platform. The Implementing Entity has the obligation to take and maintain appropriate and necessary technical and organisational security measures for the data received and, as a minimum, to record and monitor accesses, ensure traceability and protect the data in transit from any breach, as well as from intentional or accidental threats, acting in accordance with Union and national law and, in particular, in accordance with the provisions of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 (OJ L 119). 4624/2019 (Α’ 137).
The personal data entered in the application are collected, stored and further processed exclusively for the purposes of granting the «TOURISM FOR ALL Pass». The above data are kept for the above purposes for a period of two (2) years and then deleted. The Implementing Entity is not obliged to seek consent for the processing of the personal data of the subjects, in this case the applicant citizens, given that upon submission of the application the citizen consents to the collection and processing of his/her personal data for the purposes hereof, through a specific relevant option.
- The Implementing Entity signs, as data controller, a relevant agreement on the processing of personal data with the Ministry of Tourism. It shall also sign with any third party - bank, lottery contractor, etc. - a relevant data processing agreement and/or confidentiality agreement, as provided for in the legislation.
The beneficiaries of the programme
- Potential beneficiaries of the «Tourism for All» programme are adult natural persons, who are tax residents of Greece and fall within the income criteria of the present programme (annual family income).
For the first cycle of the programme, i.e. for the «Tourism for All 2022» programme, Potential Beneficiaries are those who have submitted a Personal Income Tax Return for the tax year 2020 and their annual family income falls within the income criteria set out in the table below.
Annual family income is the total annual taxable actual or imputed income, as well as the exempt or special taxable income of the taxpayer, his/her spouse and children from any source. The above income shall not include any disability allowance of the beneficiary or his dependants which is exempt from tax.

- For the purposes of this Regulation, a child is defined as any natural, legally recognised or adopted child and, in general, any child of whom the beneficiary has parental care and custody.
They are not considered beneficiaries of the first cycle of the ’Tourism for All 2022« programme:
a) those selected as beneficiaries under the Social Tourism Programme for the period 2021-2022 and 2022-2023 of the O.A.E.D. and D.Y.I.A., respectively, regardless of whether they have used the benefit or not,
b) those selected as beneficiaries of the «Evia-Samos Pass» programme or of any other related benefit from any other body for the same period of the programme's implementation.
- In the event of a false declaration or if it is established that the terms of this Regulation have not been complied with or that the recipient of the aid is not a beneficiary, in addition to the penalties provided for in other provisions, the total amount of aid granted shall be immediately refunded to the Greek State as an undue payment, in accordance with the Code for the Collection of Public Revenue.
With TaxisNet codes for the application
- To join the programme, an application is required, which is submitted by potential beneficiaries through a special application accessible through the Single Digital Portal of Public Administration (gov. gr-EPSP), via vouchers.gov.gr. For the submission of the application, the prior authentication of the potential beneficiaries is required using the codes - credentials of the General Secretariat for Public Administration Information Systems (G.G.P.S.D.D.) of the Ministry of Digital Governance (taxisnet), in accordance with article 24 of Law no. 4727/2020 (Α’ 184).
The application is a solemn declaration in accordance with article 8 of Law no. 1599/1986 (A’ 75) for the accuracy of the information contained therein. Any false statement or discrepancy with the actual data, in addition to the financial consequences, may result in criminal penalties. When submitting the application, the consent of the applicant to the collection and processing of his/her personal data for the purposes of this application shall be indicated by means of a specific option.
- The potential beneficiary enters the special application and requests the issuance of the intangible digital debit card and the crediting of the above amount of money to it. After entering the application, the applicant enters in the fields displayed in the system his/her contact details and, in particular, his/her e-mail address and mobile phone number, which he/she then certifies.
Next, he/she declares that he/she has not been selected as a beneficiary under any other social tourism programme or internal tourism support programme implemented during the same period. These programmes are explicitly mentioned in the platform. At the same time, the applicant declares that the amount of money credited to the debit card will be used exclusively by him/her to cover the accommodation costs of him/her and his/her beneficiaries and cannot be transferred to a third party or withdrawn.
The declarations of the preceding subparagraphs constitute at the same time solemn declarations under Art. 1599/1986 (Α’ 75). The beneficiary shall also indicate the financial institution of his choice from which the card will be issued and request the issuance of the intangible digital debit card and the crediting of the relevant amount.
In case of a disability rate above 67% of the taxpayer and/or their children, as declared during the submission of the 2020 tax return, the following fields for the taxpayer and/or his/her children are also displayed for completion: Social Security Register Number (SIN) or temporary Social Security Register Number of article 248 of Law no. 4782/2021 (A’ 36) (P.A.M.K.A.) or Temporary Number of Insurance and Health Care for Foreigners (P.A.Y.Y.P.A.).
- For the purpose of verifying the conditions of the second subparagraph of par. 2 of Article 1 of this Decision, i.e. the fulfilment of the criterion for granting the highest amount of subsidy (beneficiaries with disabilities who have been drawn) and of paragraph 2 of Article 1 of this Decision, i.e. the fulfilment of the criterion for granting the highest amount of subsidy (beneficiaries with disabilities who have been drawn) and of paragraph 2 of Article 1 of this Decision. 2 of Article 2, i.e. the fulfilment of the income criteria, the information system of the application will interoperate, in particular, with the appropriate registers kept by the Independent Public Revenue Authority and the National Communication Register of the General Secretariat for Public Administration Information Systems.
It is noted that this action will be implemented, where applicable, as a service on the vouchers.gov.gr infrastructure and will reuse the TAXISnet login services (OAuth 2.0 client) of the existing FuelPass Programme services.
- In the case of an approved application, no withdrawal or submission of a second application is allowed.
If no personal income tax return has been submitted for the tax year under consideration per programme cycle, no application can be submitted.
For the first cycle («Tourism for All 2022»), the application can be submitted, through the special application of par. 3 of Article 1 of this document, created by the CTO S.A.E.
The application shall become operational after 8 July 2022. The deadline for submitting an application for financial support is 21 July 2022.The potential beneficiary may apply for the issuance of the digital debit card and the crediting of the amount at the Citizen Service Centres (CSCs), as specified below.
