Self-test: edupass.gov.gr is now available for students

To edupass.gov.gr is the platform which is set to replace the statement self-test in self-testing.gov.gr. In this platform students and students will report the result of self-test.

Starting yesterday, Monday, October 4, the following began to gradually reopen: Universities in the country, starting with the National Technical University of Athens, the University of Crete, the University of Ioannina, and the University of Thessaly, while for the edupass.gov.gr Its official opening is expected. However, certain institutions, such as Aristotle University of Thessaloniki, the University of West Attica, the University of Macedonia, Panteion University, and the University of the Aegean, have announced that classes will begin on Monday, October 11, in order to «better prepare for the implementation of the health protocol».

The edupass.gov.gr platform

The platform edupass.gov.gr relates to self-test, the vaccination and rapid tests, and amends the statement regarding the verification of in-person attendance requirements at schools and universities, as part of the measures against the coronavirus.

As stated in the relevant Government Gazette, «the operational launch of the portals for the educational institutions referred to in paragraph 1 of Article 1 and the platform «edupass.gov.gr» shall commence upon the publication of this decision in the Government Gazette.» According to the decision, the procedure for entering the results of the self-assessment test on the «self-testing.gov.gr», is integrated into the platform's functionality «edupass.gov.gr».

Log in with Taxis credentials

As noted in the Government Gazette, access is granted using the codes Taxisnet whether they are students or the parents of minor students, and the conditions under which permission to enter educational facilities will or will not be granted will be specified there.

Specifically, it is emphasized that the message regarding entry into specific facilities will state: presence not permitted, (b1) presence permitted, (b2) presence permitted for «close contacts of a confirmed case» subject to the specific conditions set forth in the relevant health protocol for in-person attendance, provided that the conditions of paragraph 9 of this article are met, c) unknown status—further verification is required.

At the same time, it is reported that for the Student self-test declaration in schools, the «self-testing.gov.gr»is integrated into the operation of the new platform«edupass.gov.gr».

Functions and Features of the Lockers

The mailboxes referred to in Article 1 function as «digital mailboxes» with the following features:

1. They have a unique code and name.
2. They provide authorized users/employees of the organization with role-based access, through an application and to information systems via a programming interface.
3. They contain uploaded documents, applications, or other datasets.
4. They organize the uploaded documents by case.
5. Lockers operators will receive, as appropriate, notifications regarding the deposit of a document or set of data in the locker, depending on the available communication channels they have configured (email, text message—SMS, etc.). Depending on the document or dataset uploaded to their mailbox, they can save it as a standalone file, access it in real time, or export all or part of the data.

Users of the lockers at educational facilities

1. The provisions of Article 1 establish two distinct roles for employees of educational institutions who are specifically designated for this purpose:

• Case Manager: Manages the cases and applications of individuals.
• Administrator: Appoints and removes operators, modifies the contact information and name of the educational institution's mailbox, and generates statistics.

2. The administrator of the mailbox designated as the parent mailbox has access to the mailboxes that are subordinate to it.

3. The Ministry of Education and Religious Affairs is responsible for appointing the authorized officials referred to in paragraph 1 for each category listed in paragraph 3 of Article 26 of Law 4727/2020. Specifically, with regard to Higher Education Institutions and Higher Ecclesiastical Academies (hereinafter referred to as HEIs and HEAs, respectively) the responsibility for designating the authorized officials referred to in paragraph 1 for each category listed in paragraph 3 of Article 26 of Law 4727/2020 lies with each HEI and HEA, respectively.

4. The Single Digital Portal Coordination Service is responsible for appointing the administrator of the top-level accounts, in accordance with a request submitted by the Ministry of Education and Religious Affairs and each university and higher education institution, as provided for in paragraph 3 of Article 26 of Law 4727/2020.

5. Operators and administrators of public educational institutions gain access to the portal after first verifying/confirming their identity using the «Public Administration Codes» in accordance with the decision of the Minister of State, ref. no. 29810 EX/23.10.2020, «Procedure for the Authentication of Public Sector Employees in Digital Public Services» and are required to process the applicant’s request in accordance with the provisions of Article 29 of Law 4727/2020.

Determining a natural person’s status to determine whether or not they are permitted to be physically present on the premises of an educational institution through the «edupass.gov.gr» platform»

1. Individuals—adults in person or minors through their parents/guardians/guardians, who will participate in person in the educational process or will be on the premises of an educational facility as defined in paragraph 1 of Article 1, gain access to the platform «edupass.gov.gr» («the platform») through the EPSP after first authenticating themselves using their personal – credentials issued by the General Secretariat for Public Administration Information Systems of the Ministry of Digital Governance (taxisnet) in accordance with the provisions of paragraph 1 of Article 24 of Law 4727/2020 (A’ 184). In cases of access to educational facilities where attendance at the educational program is not mandatory, the natural person’s application must also include a statement of intent to be physically present at the educational facility where the educational program is conducted.

Many universities across the country will reopen a week later than planned, rather than on Monday. This is because they are not yet ready to safely implement the protocols and verify the certificates of students and staff.

The latest ministerial decision stipulates that faculty and students, when entering universities, must meet one of the following requirements:

• present a COVID-19 vaccination certificate showing that they completed their vaccination at least 14 days ago, or
• present a medical certificate issued within the last six months, or
• present proof of a negative result from a laboratory test (rapid or PCR) for the coronavirus twice a week, at their own expense, up to 48 hours before arriving on campus every Tuesday and Friday.

In addition, an online database called “edupass” has been created, where students will submit documentation regarding vaccinations, past illnesses, and lab tests. The certificates will be verified by the system, which is linked to the EODY databases, and the data will be deleted after seven days.
