Heating allowance: The instructions of the Hellenic Revenue Service that beneficiaries should know

To whom and how the heating allowance will be given - The procedure in myHeating platform.

On Monday evening, 21/12/20, the online platform of the AADE for the submission of applications by households for the heating allowance tthis winter season. In particular, the beneficiaries of the heating allowance should follow specific steps on the platform Warming in order to receive the allowance ranging from EUR 80 to 650.

The allowance heating households that use heating oil or natural gas or LPG or firewood and pellets for heating their main dwelling are entitled to the allowance for those living in settlements with a population of up to 2,500 inhabitants. On the platform, beneficiaries can choose whether to submit an expression of interest to the Heating Allowance Beneficiaries Register, or whether to declare their heating costs among the residents of a block of flats.

In the basic steps of the application, beneficiaries are asked to select or complete:

  1. If they live in a single-family house or a block of flats
  2. If they are owners or tenants in which case they fill in the VAT number of the owner
  3. The type of fuel
  4. The Power Supply Number
  5. The settlement
  6. The square metres of the dwelling
  7. The IBAN in myTAXISnet.

The payment of the allowance will be made in two instalments according to the purchase invoices as follows:

  • Until 31 January 2021 for all purchases invoiced until 31 December 2020.
  • By 31 March 2021 for all purchases invoiced by 28 February 2021.

For this purpose, beneficiaries will have to submit the supporting documents for purchases of other fuels, except heating oil, invoiced between 1 January 2021 and 28 February 2021 to the platform by 28 February 2021. Specifically for natural gas, purchase documents for the period from 1 January 2021 to 28 February 2021 will be registered until 31 March 2021 and payment for this category can be made until 26 April 2021.

Through 13 questions and answers, the Hellenic Revenue Service gives useful instructions to the beneficiaries.

1. Which codes are used to enter the Heating Allowance Beneficiaries Application?;

  • Authenticated users of the online services log in using their TAXISnet passwords.
  • Users who do not have TAXISnet passwords, will be identified alternatively by giving their personal identification number and the notification number of one of the Income Tax Determination Acts of the last five years.
  • If you do not remember your passwords and your username happens to be the same as your VAT number, then you cannot use the alternative login method. You will therefore need to retrieve your password through the relevant procedures.

2. When is the deadline for submitting an application to join the Heating Allowance Beneficiaries Register?;

Until 11 January 2021.

3. How many applications can I submit for the Heating Allowance for the period 2020-2021?;

You can submit as many applications as you want until 1 January 2021 when the deadline for applications expires, but only the last application submitted will be valid. Applications should only relate to your main residence. ATTENTION! Each new application cancels the previous one.

4. Which heating fuel purchases will participate in the 2020-2021 allowance?;

Purchases made from 1 October 2020 to 28 February 2021 and especially for heating oil from 15 October 2020, when its availability began.

5. Does the square metres of my home affect the amount of the benefit?;

No.

6. My oil supplier did not provide me with information to apply for an allowance. How will the data be cross-checked?;

The oil supplier does not give you any information for submitting your application, instead you give them the buyer's VAT number and the electricity supply number on which they will issue the heating oil purchase document. After the issuance of the document, each member of the I.P.E.T.E. (petrol station owner) is required to submit electronically to our Service the document within 14 days, which indicates the liters of purchase of heating oil, the buyer's VAT number and the power supply number of the house. What you should pay attention to is:

  • - If it is a single-family house: The correct entry of the VAT number corresponding to the TAXISnet codes with which the application will be submitted in the application of the heating oil allowance and the correct entry of the electricity supply number of your house. .
  • - If it's an apartment building: The correct entry of the administrator's/representative's VAT number corresponding to the TAXISnet codes with which the profile of the apartment building will be created in the application of the heating oil allowance or the apartment building's VAT number if one has been issued and declared by the administrator in the relevant profile (see question 7) and the correct entry of the apartment building's shared electricity supply number.

7. What should the administrator do in terms of the application for the Management of Heating Grinders of a Multi-Family House?;

The Multi-Family House Heating Mills Management Application is addressed to the managers of multi-family houses and to representatives of buildings where there are more than one residence (apartment buildings) and for which there is a common burner. The manager/representative enters the details of the apartments of the block of flats/communal house, as well as the kilometres of participation of each of them in the heating costs (kilometric heating costs). Changes to the above data can only be made by the manager before the payment facility is activated.

It is obligatory to declare the participation in heating costs for all the apartments of a block of flats in order to create the overall picture (open - closed - owned by natural or legal persons).You will need to agree on a year-round allocation. The total number of apartments must be 1,000, so that the payment option can be activated. You can activate the payment option when at least one beneficiary application has been submitted.

This is indicated by the «There is a request» sign to the right of the apartment details. If it is a change of manager in the middle of the heating allowance period see relevant question 10. In the documents for heating fuel purchases, the details of the VAT number and the number of the shared electricity supply must be identical to those you have entered in the Heating Fuel Management application.

In case a VAT number has been issued for the apartment building and you want the heating fuel purchase documents to be issued to this VAT number, you must set this VAT number in the apartment building's details, by selecting the relevant link «Set VAT number». The apartment building's VAT number cannot be changed afterwards, nor can it be deleted. ATTENTION! Even in the case where a multi-family house has been designated, the tenants' applications will include the administrator's VAT number.

8. I am an administrator, how can I change the information displayed in the tenant breakdown in the Last Name and Tenant Name fields?;

Data cannot be changed. The names are indicative. If the name of a former tenant appears in the profile of the block of flats, then if the new tenant wishes to apply for the heating allowance, you as the manager should inform him/her with the apartment number, which appears in the profile of the block of flats and which he/she will choose to apply for (let the name of the previous tenant appear).

9.There is no manager in the building or we do not have a shared electricity supply number (meter) in the building. What must be declared?;

In case there is no manager in the block of flats, it should be agreed with all tenants who will «play» the role of the manager in order to create the profile of the block of flats in the application of the heating allowance. In case there is no communal electricity supply in the building, it should be agreed with all tenants whose electricity supply number (usually the manager/agent) will «play» the role of the communal supply so that it can be declared in the profile of the building in the application of the heating allowance.

10. What should be done in case of a change of administrator?;

A new condominium profile should be created by the new administrator. Tenants will submit their applications in the profile with the new manager's ID. The new administrator will need to enable the payment option as this is a new profile. ATTENTION! If the administrator changes midway through the heating season then the new profile must first be created and all beneficiaries must apply and then any purchase of heating fuel must be made so that the application dates are earlier than the purchase date and the cross-check can occur.

11. We are an apartment building, where each apartment has its own boiler. Should we register it as a condominium or should each resident apply as a single-family resident?;

You will make separate applications each as a resident of a single-family home and you will need to obtain the type of fuel with different purchase documents. For heating oil in particular, the details of the VAT number and the electricity supply number must be the same on the heating oil purchase document and respectively on each beneficiary's application.

12. I have submitted the application form to join the Heating Allowance Beneficiaries Register, but the purchase document shows my wife's VAT number (or vice versa). Will there be a problem in cross-checking the data?;

The cross-checking of data will not be completed. The details of the VAT number and the electricity supply number must be the same on the supplier's document and on your application. For the cross-check to occur, you will only need to do one of the following two things:

a) before the application deadline, i.e. before 11 January, withdraw your application and have your spouse reapply with her TAXISnet codes or

b) if the fuel is diesel and 14 days have not passed since the date of purchase, you can ask the petrol station owner to change the buyer's VAT number and register your wife's.

13. My account cannot be credited due to an inactive IBAN that I have registered. How can I correct it?;

You will enter the new IBAN account number from the corresponding “my account” option in mytaxisnet.
