Free Kythira: Presentation on the new boundaries of settlements in the Municipality of Karava (video)

On Monday, May 19, 2025, a public information event was held in Karava, Kythira, on the topic of the upcoming changes to settlement boundaries, as part of the new urban planning framework that will shape the future of construction on the island. The speaker was architect Andreas Mariatos, and the event was followed by a discussion with residents.

The event began with a brief introduction in English for the English-speaking participants, while the main part was conducted in Greek. The speaker first presented the legislative framework: specifically, the new presidential decree that went into effect a month ago.

According to Mr. Mariatos, the main problem with the new approach is that it attempts to redraw the boundaries of settlements using bureaucratic, one-size-fits-all criteria, without taking into account the local character, the history, and the unique characteristics of each region. As an example, it was shown how the settlement of Karava, as well as other small settlements such as Panagia Despoina, Petrouni, and Gerakari, are at risk of losing a significant portion of their land, which until now had been considered buildable.

The speaker analyzed historical data, showing that, beginning in the 1980s and based on the decree governing settlements with fewer than 2,000 residents, a specific pattern of development emerged in Kythira, which reinforced the built character of small areas. Now, under the new framework, the state considers that only the «core» of a settlement—the one that existed in 1923—is worthy of preservation. Subsequent expansions are characterized as secondary or controversial, and it is proposed that they be removed from the new urban planning boundaries.

Maps of the area’s settlements were presented, along with detailed proposals for a more realistic and fair redefinition of the boundaries. Mr. Mariatos emphasized that the implementation of the new boundaries would cause a significant decline in property values, as plots that until now had been zoned for construction will be designated as outside the development plan and therefore non-buildable.

Special mention was made of the paradox that the new guidelines reject the urban planning history of the past 40 years. As was emphasized, it is not possible for the state to have recognized development in an area for decades and now to nullify it, rendering residents’ properties unusable.

The event concluded with a call for collective action. The speaker encouraged residents to work together to submit well-documented proposals to the urban planning study team.
