St. Arachovitis: «The government of the Southwest is dismantling agricultural education»

The ongoing injustice to students and graduates of the six (6) Schools (EPAS) of ELGO-DIMITRA, the reluctance of the Government to allocate funds to upgrade the infrastructure of the Agricultural Schools and cope with the new requirements of their role as ELGO-DIMITRA's IEKs, but also the problematic process of filling positions of heads at management level in the agricultural IEKs of ELGO-DIMITRA.G.O.G.DIMITRA bring to the Parliament St. Arachovitis MP and Sectoral Head of Rural Development of SYRIZA-PS and 42 more MPs of SYRIZA-PS.

Specifically, in their Question, denounce the downgrading of the European Qualifications Framework (EQF-EQF) from level 4 to level 3 of the diplomas of students and graduates of ELGO DIMITRA, at a time when the level of the degrees awarded by the Public IEKs to which they have evolved is now classified on a scale ( 5 ), as is the case in all Public IEKs.

The Government condemns the newly established IEK of ELGO-DIMITRA to stagnation and decline after a budget of €2.5 million was not approved to upgrade their infrastructure.  Finally, the current Staff Regulations are not followed for the heads of the IEKs, as was the case for all positions of responsibility in ELGO DIMITRA. On the contrary, the only requirement for filling the posts of the directors of the IEKs was to send a CV!

There is no longer any doubt that the Government of the Southwest is acting with only the dismantling of public agricultural education, the categorisation and through it the downgrading of studies and degrees for young people wishing to receive agricultural training and opacity and clientelism of candidates for the management of the Public IEK of ELGO DIMITRA.

 Subject: “Issues of operation and assurance of the level of studies of the six (6) D.I.E.K. (p.EPAS) of ELGO DIMITRA-YPAT ”

By Law 4763/2020 the six (6) Schools (EPAS) of ELGO DIMITRA now operate as Public IEK, and the level of the degrees they grant is now classified in the scale ( 5 ), as is the case in all Public IEK.

But along with the above development, as complained by students and graduates and even teachers of the former ELGO DIMITRA, with the law of Mrs. This, according to the Minister of National Education and Religious Affairs, the diplomas of the students of the EPAS were downgraded in the European Qualifications Framework (EQF-EQF) from level 4 to level 3.This, as complained, applies retroactively to all graduates who have already received a diploma of the EPAS.

In addition to the ongoing degradation of the degrees of the Schools of the former EPAS, and the operation of the newly established in their replacement IEK is in precariousness since a budget of 2.5 million euros that would have been allocated to upgrade the infrastructure of the Agricultural Schools to meet the new requirements of their role as IEK of ELGO-DIMITRA, was not approved leaving without financial support for the IEK.

In addition, and while all the positions of responsibility in ELGO DIMITRA (at the levels of General Directorate, Directorate and Department) have been filled according to the current Staff Regulations, the call for the filling of positions of the heads at the level of the Directorate in the agricultural IEKs of ELGO DIMITRA did not follow the current Staff Regulations and included as the only requirement the sending of a CV in order to make a temporary assignment.

Because  it is obvious that the downgrading of the diploma from the level (4) that was in force when students were enrolled in the EPAS and retroactively to level (3), even in the middle of their apprenticeship, is grossly unfair. .

Because the 2.5 million euro budget is necessary for the operational upgrading of the newly created IEKs, especially for the buildings that should be certified as training facilities (e.g. with accessibility for disabled people, special fire safety plans, building security, etc.) but by not allocating it, it is shown that there is no willingness to initiate the necessary changes.

Because the selection based on the CVs of candidates without a weighted assessment potentially leads to the selection of candidates with limited formal qualifications, limited experience of carrying out duties of responsibility and with degrees of limited relevance to the specialisations, at a critical phase in the operation of ELGO Dimitra's newly established agricultural IEKs.

The Ministers are asked:

  1. Do you intend to review and abolish the regulation that retroactively downgraded the level of the degrees awarded by the schools of ELGO DIMITRA, and all the ELGO DIMITRA schools, and restore the degrees to the previous level (4)?;
  2. Why was the 2.5 million euro fund intended for the operational upgrade of the newly created IEKs cut off and what is their intention to financially support their operation in terms of modern vocational education in our country?;
  3. Why was not selected to fill the posts of heads at the directorate level in the agricultural IEK of EL.G.O. DIMITRA based on the current Staff Regulations?;
  4. Do they intend to re-evaluate their selection and if so, when, so that the selection of supervisors at the directorate level in the rural IEKs of EL.G.O. DIMITRA can be carried out on the basis of «Part B, Chapter A, Selection of Supervisors’ of the Staff Regulations?;
