President Stathis replies to Mugoulas on the Minutes of the Board of Directors

The president of the Kythera Municipal Council Manolis Stathis gives an answer to the head of the Major Opposition, Councillor Nikos Magoulas, regarding the the latter's request to be informed why the minutes of the meetings have not been signed for the last two and a half years. Read the answer:

In response to your letter of 6 May 2022, concerning the «non-signing to date of the Minutes. Municipal Councils» we inform you of the following:

The Municipal Authority on 24-12-2019 signed the contract for the award of the service of transcription and publishing of the minutes of the Municipal Council for the years 2019-2020 with the contractor Mr. Nikolaos Kalligeros of Artemios, (award 963/2019, IDA 6ΦYZΩΛΨ-3Ε7).

The above contract provided for the completion of the procedure by 31-3-2021.

Unfortunately, the above contractor, despite repeated requests for the completion of the work, failed to complete it in the time foreseen, citing the current health conditions and increased workload. Moreover, as you know, after February 2020, the Boards were held for a very long time by rotation and now via the ZOM platform, procedures that do not require recording, since for the minutes of the rotation meetings, it is sufficient to print them and sign them, and for the meetings via ZOM, the videos are posted on the internet and only the transcription remains.

In a recent communication we had with the contractor for this service, he stated that he has completed the 80% of the service. As a result, the Municipality must proceed with a budget revision and award this contractor a new service contract with a limited time limit in order to deliver bound City Council minutes for 2019-2020.

Regarding the minutes of the years 2021 and 2022, there is an entry in the budget and the awarding process will proceed once the minutes of the years 2019-2020 have been delivered.

Finally, Councillors will soon be asked to sign the minutes of the 2020 and 2021 rotating meetings.
