According to the regulation it is foreseen that, any natural person who does not have a Social Security Registration Number (SIN) or a Temporary Number for Insurance and Health Care of Aliens (TIN) may, through the electronic service mentioned in particular (emvolio.gov.gr), apply for the issuance of a temporary SIN., exclusively for the planning of the implementation of the coronavirus vaccination and the issuing of the vaccination certificate, as specified.
Natural persons who do not meet the requirements for the granting of a temporary A.M.C.A., but are prioritised by the Vaccination Committee, are given the opportunity, submit a request to that effect, which is examined by the competent Committee of the Ministry of Health (paragraph 2 of article 57 of Law 4764/2020). This Committee may set up subgroups to deal with more specific and technical issues.
Authorization is also provided for the determination, by means of an ordinance, of the specific categories of persons entitled, the time of deactivation of the temporary A.M.K.A. and all related details.
At the same time, the institutional framework is completed so that vaccinations can also be carried out for people living in facilities and hospitals for the chronically ill, under the responsibility of the Ministry of Health and in particular in the Mental Health Units.

PROPOSED PROVISIONS
Article 1
Issuance of a temporary A.M.C.A.
1.Any natural person who does not have an A.M.K.A. or a Temporary Number of Insurance and Health Care for Foreigners (P.A.A.Y.P.A.) may, through the electronic service emvolio.gov.gr, which is maintained in the Single Digital Portal of Public Administration (gov.gr-EPSP), may apply for the issuance of a Temporary Certificate of Vaccination, exclusively for the purpose of scheduling the vaccination against coronavirus C0VID-19 and the issuance of a vaccination certificate, in accordance with Articles 55 and 57 of Law No. 4764/2020 (Α’ 256).
2.For the issuance of the temporary A.M.K.A., the natural person must fill in the relevant application form with the following data: a) the name, b) the surname, c) the patronymic, d) the maiden name, e) the gender, f) the nationality, g) the date and country of birth, h) the contact details, in particular postal address, e-mail address and mobile phone number, i) the Tax Identification Number (A.(i) the number and year of issue of one of the following identification documents) (a) a birth certificate, or (b) any other identification document. The cross-checking of the data entered in the application is carried out by registers of public sector bodies and in particular by.c) the Citizens’ Register of the Ministry of Interior KOL d) the information system of the Ministry of Immigration and Asylum, through the Interoperability Centre of the General Secretariat for Public Administration Information Systems, in accordance with Article 84 of Law No. 4727/2020 (Α' 184).
3.natural persons who, for any reason, do not meet the requirements of par. 2 for the granting of a temporary IBC, but are subject to the prioritization of the Vaccination Committee, may submit an application for the granting of a temporary IBC with a summary of the conditions invoked for their prioritization. The application shall be submitted via the electronic service referred to in paragraph 1. 1 and shall be examined within a reasonable period of time by the competent Committee referred to in paragraph 1. 2
of article 57 of Law no. 4764/2020, which may set up subgroups for this purpose to deal with more specific and technical issues. If the above application is accepted, these persons may apply for the granting of a temporary L.M.C.A. at the Citizen Service Centres (CSCs).
4.A joint decision of the Ministers of Labour and Social Affairs, Health, Digital Governance and Immigration and Asylum may determine the specific categories of eligible persons, the time of deactivation of the temporary L.M.K.A. or its transfer in case of the issuance of a L.M.K.A. or P.A.A.A.Y.P.A. and regulate any relevant technical or other detail for the implementation of the present.
Article 2
Conducting vaccinations against the coronavirus COVID -19 by the H.O.D.Y. in mental health facilities - Amendment of article 58 of Law No. 4764/2020
1. In Article 58 of Law No. 4764/2020 (A’ 256) is amended. 1 and Article 58 is amended as follows:
«Article 58
Vaccination against the coronavirus COVID-19 by the E.O.D.Y.
1.For a period until 30.6.2021 for the purpose of limiting the spread of the COVID-19 coronavirus and if there is still a public health risk from the spread of the COVID-19 coronavirus, the E.O.D.Y. may carry out vaccinations against coronavirus COVID-19, with its medical staff, to citizens residing in the facilities under the responsibility of the Ministries of Labour and Social Affairs and Interior, and in particular in Care Units for the Elderly (MFI), in Social Welfare Centres (CSW) under Article 9 of Law No. 4109/2013 (A’ 16) and in Day Care Centres and Day Care Centres, as well as in structures and treatment centres for the chronically ill under the jurisdiction of the Ministry of Health, in particular in Mental Health Units (MHPUs) under Articles 4 and 11 of Law No. As far as Mental Health Units are concerned, vaccination is carried out either by the medical staff of the Mental Health Unit or by the medical staff of the Unit concerned under the supervision of the Mental Health Unit and covers both the residents of these Units and their staff.
2.A joint decision of the Ministers of Labour and Social Affairs, Health and Interior shall determine the way in which vaccines are made available to the National Public Health Service for the implementation of the purposes of this Law, the way in which the vaccinees shall give their consent, the procedure for the issuing of medical orders by contracted medical personnel of the facilities and any other relevant issue for the implementation of this Law.»
2. The present regulation shall apply from 1.1.2021.
