Unanimously approved by the Inter-ministerial PPP Committee, the envelopes-proposals submitted by the Governor of Attica G. Patoulis for the implementation of two Waste Treatment Units in the Regional Units of the Central Sector of Athens and Piraeus, Islands
Γ. Patoulis: «We are determined with the cooperation of the central administration to provide a viable and definitive solution to the issue of waste management. We are entering a new era, leaving behind us pathologies that have cost us.»
By unanimous decision, the Interministerial PPP Committee, which met by teleconference, approved the files submitted a few days ago by Attica Region Governor G. Patoulis for the implementation of two Waste Treatment Units in the Regional Units of the Central Sector of Athens and Piraeus, Islands.
The files-proposals were submitted by Mr Patoulis to the Deputy Minister of Development and Investments, N. Papathanasi as well as to C. Secretary for Private Investment and Public-Private Partnerships (PPPs), Ο. Kavalakis.
The meeting, which was chaired by the Deputy Minister of Development & Investment, Mr. Nikos Papathanasis, attended by the Minister of Development & Investment Mr. Adonis Georgiadesthe Minister for Finance Christos Staikouras, the Minister for the Environment and Energy Kostis Hatzidakis, the Minister of the Interior Mr. Takis Theodorikakos, the Minister of Infrastructure and Transport Mr. Costas Karamanlis, the Secretary General for Private Investment and PPPs, Mr. Orestis Kavalakis and the President of the Special Intergradient Association of the Prefecture of Attica (EDSNA) and Vice-Regional Head of Civil Protection Vassilios Kokkalis.
The partnerships concern the design, financing, construction, operation and maintenance α) Waste Treatment Unit (WTP) to serve the needs of the Athens Central Sector Regional Unit and b) Waste Treatment Unit (WTP) for the needs of the Regional Units of Piraeus, Islands in order to meet the environmental objectives set by the EU and national legislation on the management of municipal solid waste, as well as by the revised National Waste Management Plan recently published [PYS 39/31.08.08.2020 (FEK A’ 185/2020).
At the time of his appointment Mr Patoulis would like to thank in particular Mr. Minister of Development and Investment, N. Papathanasis for the immediate response to the request of the Region and the ministers K. Hadjidakis, A. Georgiadis, Minister of Environment, A. Georgiadis, Minister of Development and P. Theodorikakos, Minister of Interior, for their continued support and assistance. Also the υπ. Finance H. H.E. H. Stakouras and Lt. Minister of Infrastructure and Transport K. Karamanlis for their help. «I feel you are warm companions in this national effort concerning the health and quality of life of citizens,» he said.
At the same time, he made special mention of the services and planners of the Region of Attica and the services of the competent ministries expressing his particular satisfaction for the speed and efficiency of their work.
«This shows that we are all determined to provide a sustainable and definitive solution to the issue of waste management,» he stressed, adding, «We are entering a new era, leaving behind us pathologies that have cost us. Our goal is on the one hand until the end of the year to absorb resources of the NSRF and not a single euro left unused and on the other hand to continue with intensive coordinated efforts to tender infrastructure projects for waste management of the Region of Attica, as well as the promotion of integrated solutions for recycling and waste recovery.
Mr Patoulis pointed out that it is unacceptable for Attica to remain lagging behind on this issue and noted that despite the critical health situation, the Region is moving within the timetable and proceeds, after the announcement of the national planning by the Ministry of Health and Social Affairs. Environment, in what was committed to the citizens.
Lt. K. Hadjidakis, Minister of Environment and Energy among other things, he pointed out: «The decision of the Inter-ministerial PPP Committee for the construction of the two new large-scale integrated waste management plants in Attica sets the basis for the largest Region of the country to become Europe in this critical issue.
Those who cancelled in 2015 the earlier effort to build modern integrated waste management units in Attica are very responsible. But what is more important now is that after the proposal of the Attica Regional Governor, Giorgos Patoulis, to the PPP Committee, a new page is opened in the issue of these important infrastructures.».
The importance of launching specific projects on the way to solving the issue of waste management was underlined by the Ministers of Development & Investment Mr. Adonis Georgiadess, Finance Christos Staikouras,Interior Mr. Takis Theodoricakos, Mr. Kostas Karamanlis and the Deputy Minister of Development & Investment Mr. Nikos Papathanasis, while expressing their support to the Region of Attica.
The benefits of implementing the projects
The projects will contribute to achieving the national targets So that:
- the maximum percentage of municipal waste going to landfill in 2030 should not exceed 10%.
- there is an integrated, modern network of waste management infrastructure, using the best available techniques,
- making energy use of MSW and secondary fuel residues.
Contracting Authority and the contractor of the Private Partnership Entity (PPI) Public Entity will be EDSNA.
