All Together: management on «automatic» for legacies

The «All Together, Kythira – Antikythira» faction raises issues of transparency and information regarding the administration of legacies and requests a complete picture from the Municipality of Kythira.

The municipal faction «All Together, Kythira – Antikythira» of the main opposition keeps the issue of the management of the municipal property of the Municipality of Kythira in the spotlight, focusing on bequests, issuing a detailed press release summarizing the interventions and questions it has raised since the beginning of 2024. According to the party, institutional requests have been submitted for the complete recording of the municipality's real estate, the creation of a registry, as well as for the financial picture and leases of municipal properties.

Special mention is made of bequests, for which, it is claimed, no comprehensive and documented picture has been presented to date regarding their number, management, and financial data, despite the fact that they constitute special-purpose assets with specific legal obligations. In this context, it is pointed out that the Municipality has declared 24 bequests to the competent supervisory authority without sending the required financial statements, while questions are also raised about the consulting support contract that has been concluded. The faction is calling for full disclosure and institutional accountability, stressing that the management of municipal property concerns the entire local community.

Administration on «automatic pilot» and complete administrative chaos in municipal property

Bequests reveal the real incompetence of management

Since early 2024, the municipal faction «All Together, Kythira – Antikythira» has raised the issue of the management of the municipal property of the Municipality of Kythira in an institutional and documented manner, insisting on transparency, accountability, and its effective utilization.

On February 24, 2024, we submitted a question to the Municipality regarding the total municipal real estate property, formally requesting data, a real estate registry, valuation, a picture of leases, and a specific management plan. On April 7, 2024, we followed up with a Request for Information specifically regarding bequests, as these are municipal properties with a special purpose, subject to a strict legal and administrative framework, requiring separate budgets, accounts, and continuous supervision.

The issue of bequests was raised again in 2025, at the two-month special accountability meeting of the Municipal Authority. No clear, comprehensive, and documented picture of their number, condition, and management was presented there. On the contrary, a public inability to supervise and control was recorded, while in response to our follow-up question, the bequests were mentioned verbally, without any document, table, or official list.

As the Municipality of Kythira, despite repeated and formally submitted questions, did not provide substantive answers for a period of almost one year, on April 4, 2025, we submitted a request to the Decentralized Administration of Attica, to the Public Property Directorate – Supervision Department, requesting information on the bequests managed by the Municipality of Kythira.

The official response from the competent supervisory authority, which was communicated to us on November 6, 2025, confirms that the Municipality of Kythira has declared twenty-four (24) bequests under its management, but has not sent the required financial statements, citing inability to do so. For this reason, the Municipality proceeded to conclude a contract with a private consulting company for the liquidation, settlement, administration, monitoring, and utilization of public benefit properties.

However, despite the relative expense of €15,000 and the passage of a significant amount of time, no complete financial statements have been presented., budgets or accounts of the bequests, nor have they been reported to or approved by the Municipal Council, as expressly provided for by law. It should be noted that each bequest must have a separate budget and statement of accounts, which are discussed and approved independently.

Of particular significance is the fact that the Municipality of Kythira has resorted to legal action to collect rent owed from an inheritance. only after our party exerted systematic and institutional pressure for the comprehensive settlement of municipal property. As can be seen from the background to the case, the appeal was lodged with a delay of approximately 15 years, with the result that a significant part of the claims the statute of limitations has expired and the municipality has suffered actual financial damage, not because of legal weakness, but because of poor or non-existent management of municipal property.

The picture that emerges does not simply point to delays or bureaucratic weaknesses. Refers to a complete lack of administrative structure.. There is no structured management, no monitoring system, no clear financial picture, no plan. The management of municipal property operates on «automatic.».

If we had not institutionally addressed the issue of municipal property, and especially bequests, the situation would have remained exactly the same. The inertia would have continued and abandonment would have been considered normal. The fact that the municipal authority was forced to take action, albeit belatedly, is solely due to the systematic and persistent intervention of our party.

The true competence of a municipal authority is not demonstrated by large projects that come ready-made, with complete dossiers and secured funding. In such cases, the administration is merely executing. Its true capability is evident in the management of municipal property itself, and it is there, in the bequests, that its complete failure is revealed.

Once the settlement process is complete, our party will publish a detailed list of the bequests so that the community of Kythira knows what municipal property existed, how it was not managed for at least twelve years, and what its actual status is today.

Municipal property, and especially bequests, do not belong to any administration. They belong to the community of Kythira and must be managed with seriousness, knowledge, planning, and respect.
