In a statement to the press, the municipal faction «All Together, Kythira-Antikythira» raises water supply management issues in the area of the Municipal Camping Capsali, which this year is fully operational again, after five years of closure.
In the press release issued, it is noted that there are three active water supplies on the campsite property with no water meters installed, a situation which, according to the group, has existed since the establishment of the facility. As stressed, none of the managers of the site to date has paid a fee for water consumption, due to the lack of consumption meters.
The same announcement states that the current legal manager of the campsite has already submitted a request to the Municipality of Kythera for the installation of hydrometers since January 2025, without there having been a relevant decision to date. The legal framework (Article 3(5) of the Municipality's Water Regulation) provides that the addition of a second water meter on the same property is not allowed, except with a documented exception for different users - which requires specific approval by the Municipal Council.
According to the bulletin, the Water Service has drawn up a recommendation, but the matter has not been referred to the competent institution for discussion. The main opposition is making allegations of “political delay” and calls on the Municipal Authority:
- to bring the proposal directly to the City Council,
- install at least one hydrometer,
- to temporarily seal the other two benefits,
- impose fines and charges, where applicable, for unauthorised use.
At the same time, it warns that any attempt to “legitimise” the situation ex post, through retrospective statements or documents, should be viewed with severity. That is why it announces the filing of a request for an Administrative Inquiry under oath (EDE).
The intervention of the faction is made in a period of increased needs and burdened aquifer, with the drilling of the region to operate already at their limits. Who pays (and who doesn't pay) for the water at Camping Kapsali?;
Five years after its closure, the Municipal Camping of Kapsali reopens this year with full capacity from 1 July 2025. This is a positive development for the tourism of Kythera, but the management of the public utility of the water on the part of the Municipality raises serious questions of legality, transparency and equity.
On the camping property there are three active water supplies, which water meters have never been installed. From its foundation until today, no natural or legal person managing or operating the campsite has ever paid a single euro for water, because there is no meter installed by the municipality.
Although the current legal administrator submitted for six months to apply to the Municipality for the placement three hydrometers, the process is frozen. The reason: Article 3 par. 5 of the Water Regulation provides that “the installation of a second water meter on the same property is prohibited unless there are different users, with documentation.”
Η Water Service has already drawn up the required recommendation for exceptional approval by the City Council, as provided for. However, kept in the drawer by political intervention. No one is taking responsibility for the delay.
The Municipal Authority is directly asked:
Why it was not approved not a single of the three hydrometers, in order to make at least a partial record of consumption and to temporarily «lock in» the other two benefits until the City Council's decision?;
The result?; From 1 July until today, 24 days of operation with zero water costs, at a time when drilling in the region is «drying up» due to water scarcity.
The Municipal Authority must directly:
- To bring to the City Council the recommended proposal for the camping facilities at Capsule.
- To install directly at least one hydrometer, sealing the other two benefits until the formal decision.
- Impose a fine for unauthorised use of water, in accordance with Article 6 par. 2 of the Water Regulation, which provides:
«In each connection to the municipal water supply network without a permit and without advance payment of connection fees, a fine of 600 euros will be imposed by decision of the Mayor».
- Request payment of consumption based on imputed consumption, as provided for in Article 14 par. 2, which prohibits the supply of water without a water meter.
Because, after 19 months in the major opposition, we are now well aware of how the Municipal Authority works, we warn:
Do not suddenly install a water meter and retroactively sign false “installation” declarations”.
Any attempt to legitimise the situation after the fact will lead to administrative and criminal control.
Our group will submit a formal request for an Administrative Inquiry under oath (IAB), to be held accountable wherever and to whomever they are due.
