The application must be submitted electronically via the online portal of the Integrated Information System for the Management of Primary and Secondary Education Personnel (OPSYD) of the Ministry of Education and Religious Affairs.

The Newly appointed employees are assigned temporarily to a vacant position at a school in the area of assignment by decision of the relevant Director of Education, issued upon the recommendation of the relevant Regional Service Council for Primary or Secondary Education (P.Y.S.P.E. or P.Y.S.D.E.) or the Regional Service Council for Special Education Personnel (P.Y.S.E.E.P.), as applicable, in accordance with paragraphs 1 and 2 of Article 3 of Presidential Decree 154/1996 (A’ 115).
Their final placement takes place during the transfer process, in which are compared, as appropriate, with other teachers, members of the Special Teaching Staff (EEP) or the Special Educational Support Staff (EBP) in their field. Subject to the provisions of the last sentence, newly appointed teachers are required to remain in their area of appointment for a period of at least two (2) school years, and any change in service that results in a change in this assignment, such as a secondment or transfer, based on a general or specific provision during the aforementioned period, is not permitted. In in the case of appointment to the E.A.E. iThe requirement set forth in the third paragraph applies, and, in addition, the newly appointed individual is required to serve at the E.A.E. for a period of at least five (5) years.
Newly appointed teachers or members of the Special Teaching Staff (EEP) and the Special Educational Support Staff (EBP) who fall under the special transfer categories specified in paragraph 1 of Article 13 of Presidential Decree 50/1996 (A’ 45) or Article 8 of Presidential Decree 56/2001 (A’ 47), respectively, as well as those who, either themselves or through their spouses, disability rating 75% and older, regardless of medical condition, or who have children with a disability classified as 67% or higher, regardless of medical condition, may be seconded by decision of the competent body following the opinion of the relevant service councils, upon submission of Disability Certification Center certificate (K.E.P.A.) which proves the above.». Consequently, primary and secondary school teachers appointed by Ministerial Decisions 98236/E1/August 4, 2022 (Government Gazette 1928/C/August 16, 2022), 98260/E1/4-8-2022 (Government Gazette 1929/C/16-08-2022), and 98266/E1/4-8-2022 (Government Gazette 1930/C/August 16, 2022) and fall under the above categories may submit an application for secondment from one PYSPE to another PYSPE and from PYSDE to PYSDE for the 2022-2023 school year.
Specifically, teachers in the PE79.01 category (formerly PE16.02) who were appointed to music schools and cannot be transferred, based on their appointment, to general education schools education, may submit a request for secondment only to another music school and only if they fall under the exceptional cases for secondment specified in the above provision. Η Applications must be submitted online on the web portal of the Integrated Information System for the Management of Primary and Secondary Education Personnel (OPSYD) of the Ministry of Education, Research, and Religious Affairs (website: https://opsyd.sch.gr/), in accordance with the provisions of Circular No. 38342/E2/4-4-2022 (ADA: 6H8T46MTLH-8MM) on secondments. Before final submission, teachers must upload the supporting documents for their application in a single (1) ZIP or PDF file no larger than 10 MB, scanned at 200 or 300 dpi in black and white. The following supporting documents are required to substantiate the grounds for secondment: illness/disability percentage: a valid Medical Opinion from the Disability Certification Center (KEPA) (it is sufficient to include the «Committee Number» and «KEPA Registration Number» on the application form without hyphens or spaces and without the date; therefore, this document need not be submitted by teachers) or a valid Medical Opinion from a Primary or Secondary Health Committee or the Supreme Military Health Committee (ASY) [this must be sent by the teachers concerned in a sealed envelope marked
«Confidentiality Protocol» to the Ministry of Education and Religious Affairs (37 Andrea Papandreou St., P.O. Box 151 80, Marousi), attaching a simple application form in which they must specify the person(s) affected by the illness, their personal information (including their registration number), and the reference number of the application they submitted to OPSYD]. If the health reasons concern a spouse or child, an updated certificate of family status must also be submitted. In cases where there are children who are students or are serving their military service (paragraph 1, Article 6, Law 3454/2006), the corresponding supporting documents must also be submitted.
In cases where the parents are divorced or unmarried is required certificate (divorce decree, notarized private agreement, as applicable) indicating who has been granted custody of the minor children. Please note that teachers in category PE79.01 (formerly PE16.02) who wish to be covered by the provisions of Article 42 of Law 4722/2020 must, in addition to the above supporting documents, upload to their application the documents pertaining to their qualifications, as specified in Circular No. 38342/E2/April 4, 2022 (ADA: 6H8T46MTLH-8MM) (see Chapter B, Secondments to Music Schools). Supporting documents regarding the other scoring criteria ((e.g., joint service, local residency, etc.) will not be taken into account and therefore are not required to be transferred. Finally, it should be noted that the time spent at the secondment post is not counted toward establishing the right to a transfer, since, according to the provisions of Article 42 of Law 4722/2020, the exemption from the requirement to remain in the appointment area for two (2) school years explicitly applies to the right to secondment and not to the right to transfer.
