The Ukrainian president Volodymyr Zelensky asked yesterday, Thursday (20/11) for a »decent" peace agreement for his country, following his meeting in Kiev with a senior US government official who presented him with Washington's plan to end the Russian invasion.
«The American side presented points of a plan to end the war—their vision. I emphasized our basic principles. We agreed that our teams would work on the points to make sure everything is okay. We are prepared for clear and honest cooperation. — Ukraine, the US, our European and global partners.».
The 28 points of the US plan according to AFP
1. Ukraine's sovereignty is confirmed.
2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine, and Europe. All ambiguities that have remained unresolved over the past 30 years will be considered settled.
3. Russia will not invade neighboring countries, and NATO will not expand further.
4. A dialogue will be held between Russia and NATO, with the mediation of the US, in order to resolve all security-related issues and create conditions for de-escalation.
5. Ukraine will receive credible security guarantees.
6. The Ukrainian armed forces will be limited to 600,000 members.
7. Ukraine agrees to include in its Constitution a clause stating that it will not join NATO, and NATO agrees to include in its charter a provision clarifying that Ukraine will not join the Alliance in the future.
8. NATO agrees not to station troops in Ukraine.
9. European fighter jets will be stationed in Poland.
10. The US will receive compensation for security guarantees. If Ukraine invades Russia, it will lose these guarantees. If Russia invades Ukraine, in addition to a coordinated and decisive military response, all sanctions against Moscow will be reinstated and recognition of its sovereignty over the new territories will be revoked, while all other benefits it gained from this agreement will be revoked.
If Ukraine launches a missile against Moscow or St. Petersburg without good reason, the security guarantees will be considered null and void.
11. Ukraine is eligible for EU membership and will benefit from preferential short-term access to the European market while this issue is under consideration.
12. A robust global package of measures to rebuild Ukraine, including the creation of a Development Fund for Ukraine, the reconstruction of Ukraine's gas infrastructure, the restoration of war-affected areas, the development of new infrastructure, and the resumption of mineral and natural resource extraction, all accompanied by a special financing program from the World Bank.
13. Russia will rejoin the global economy, with talks planned on lifting sanctions, its re-entry into the G8, and the conclusion of a long-term economic cooperation agreement with the US.
14. $100 billion in frozen Russian assets will be invested in US-led reconstruction and investment projects in Ukraine, with the US receiving 50% of the initiative's profits.
Europe will add $100 billion to increase the amount of investment available for rebuilding Ukraine. Russian assets frozen in Europe will be unfrozen, and the remaining frozen Russian assets will be invested in a separate US-Russian investment vehicle.
15. A joint US-Russia working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.
16. Russia will legally enshrine its policy of non-aggression towards Europe and Ukraine.
17. The US and Russia will agree to extend the validity of agreements on the non-proliferation and control of nuclear weapons, including START I.
18. Ukraine agrees not to acquire nuclear weapons, based on the Nuclear Non-Proliferation Treaty.
19. The Zaporizhzhya nuclear power plant will operate under the supervision of the International Atomic Energy Agency (IAEA) and the electricity it produces will be shared equally between Russia and Ukraine.
20. The two countries commit to implementing educational programs in schools and society with the aim of promoting mutual understanding and tolerance.
21. Crimea, Luhansk, and Donetsk will be recognized—including by the US—as de facto Russian provinces. In Kherson and Zaporizhia, the line of contact will be frozen, which means de facto recognition of this line. Russia will relinquish the other territories it now controls outside these five provinces. Ukrainian forces will withdraw from the Donetsk region they now control, where a demilitarized zone will then be created.
22. Following agreement on future territorial arrangements, both the Russian Federation and Ukraine commit not to change these arrangements by the use of force. Any security guarantees will not apply in the event of a breach of this commitment.
23. Russia will not prevent Ukraine from using the Dnieper for commercial purposes, and agreements will be concluded on the free transport of grain via the Black Sea.
24. A humanitarian committee will be established to address issues related to the exchange of prisoners, the return of remains, hostages, and civilians held captive, while a family reunification program will be implemented.
25. Ukraine will organize elections within 100 days.
26. All parties involved in the conflict will receive full amnesty for their actions during the war and will undertake not to make any claims or file any appeals in the future.
27. This agreement is legally binding. Its implementation will be monitored and guaranteed by the Peace Council, chaired by Donald Trump. Sanctions will be imposed in the event of a breach of the agreement.
28. Once all parties have accepted this memorandum, a ceasefire will come into effect immediately after both sides have withdrawn to the agreed areas so that implementation of the agreement can begin.
«Ukraine needs peace, and Ukraine will do everything to ensure that no one in the world can say that we are undermining diplomacy (...) A dignified peace agreement, the terms of which will respect our independence, our national sovereignty, and the dignity of the Ukrainian people.», Zelensky said in a video message broadcast on Thursday evening after the Ukrainian president's meeting with US Army Secretary Daniel Driscoll.
