The Economic Committee of the Municipality of Kythera approved the second protocol of the tender of the project entitled: «SEWERAGE OF THE SOUTH SECTION OF KYTHIRON ISLAND», with an estimated value of 26.357.582,88 € with VAT 24%, at a meeting held on 18th December 2023.
According to the minutes, the Tender and Tender Evaluation Committee appointed by the Economic Committee of the Municipality of Kythera approved the offer of the economic operator «Horotechniki ATE» and rejected the offer of the economic operator «ENOSI AKTOR ATEGKOLIOPOULOS S.A. KYTHIRA».
The minutes state that the technical offer of the Economic Operator «HOROTEHNIKI S.A.» covers the requirements while the technical offer of the Economic Operator «ENOSI AKTOR ATEGOLIOPOULOS S.A. KYTHIRA» does not cover the requirements and is rejected according to Article 4.1d which states that « ... those technical offers that do not meet the requirements of the table of compliance are rejected.»
It should be noted that for this large project had submitted a bid and another company, YDROA GRUP S.A. which has as an activity the cleaning of sewerage pipes (blockages)(!) and whose bid was rejected by the committee in the first minutes as inadmissible due to non-submission of a letter of guarantee.
In the meantime, there is the issue of the objections (preliminary appeals with a request for suspension - interim measures) which were accepted by the Single Public Procurement Authority (PPA). The reaction of the Municipality to this was immediate, as the Mayor of Kythera on 27 September 2023 approved by the Economic Committee the granting of power of attorney to the Athens lawyer Vassilios Hatzigiannakis of Evangelos in order to bring before the Council of State a request for suspension - annulment against the decision of the EADESY No. A 890/2023.

TYPE AND SIZE OF PROJECT
The scope of the Environmental Impact Study concerns the environmental licensing of the project «Sewerage and Wastewater Treatment Plant of the Southern part of the district of. The project consists of the following sub-projects:

According to the planning of the Municipality, the upgrading of the E.E.L. of Kapsali, as well as the extension of the sewerage network of the settlements of Mylopotamos, Karvounades, Tsikalaria, Fatsadika, Livadi, Kato Livadi, Travasarianika, Katouni and Kalamos and its connection to the existing E.E.L. is foreseen.9
Also, it is planned to receive from the E.E.L. of Kapsali, the sewage of some of the sparsely populated and remote settlements that are not served by a corresponding facility until now. The sewage collection unit will be located at the Kythera Municipality's depot in the «Xerosovala» area of the local community of Mylopotamos (north-west of Fratsia), which will enter the sewerage network and be mixed with the rest of the urban waste water. A part of the treated wastewater will be stored in a tank within the N.E.L. and will be used for irrigation of the N.E.L. plants, as well as for other uses within the N.E.L. or for the needs of the Municipality of Kythera for urban or peripheral use (e.g. fire fighting). The remaining treated waste water will be disposed of in the marine area downstream of the E.E.L. (location «Grassaponda» of Cape Grosso on the south coast of Kythera). In any case, the quality of the effluent of the treated wastewater from the N.E.L. is expected to be such that it complies with the parameters for urban and peri-urban use.
Furthermore, the supply/installation and commissioning of a photovoltaic park with a total power of 499.62 KW for virtual net metering for the Municipality of Kythera is foreseen. The substation will be prefabricated (Kiosk type). The photovoltaic park is located at the depot of the Municipality of Kythera in the area «Xerosovala» of the local community of Mylopotamos (northwest of Fratsia), on the same plot of land as the sewage collection plant.
In addition, the supply of telemetry-telecontrol of the Kythera sewage pumping stations is foreseen. It concerns the implementation of a telemetry system of the pumping stations (9 in total) of the sewage network (LOCAL CONTROL STATIONS - TCS) of the sewerage network with the relevant software and telemetry equipment of the CENTRAL CONTROL STATION (CCS), interconnected to the existing Control Station of the E.E.L. Kapsali - Kythera.
