Greece is ageing. This is not a headline to scare the reader, but a cold depiction of a reality that permeates the economy, social cohesion and even national security. Fewer births, increased life expectancy, changes in work patterns and the organisation of daily life make demography perhaps the most difficult equation of the coming decades.
Within this framework, the Ministry of Social Cohesion and Family attempts to articulate policy all along the way, from prevention and pregnancy to the child's adulthood, with an emphasis on continuity and effectiveness.
From prevention to care
The starting point is the health of the would-be parents. Prenatal screening and early diagnosis are covered by the public purse in a way that leaves no couple out of pocket due to cost. It is a clear protocol that shields the start of a pregnancy and removes the burden of financial uncertainty from motherhood.
Next comes the question of time. The labour framework has been modernised so that maternity and paternity leave, as well as parental leave, are rights that are exercised, not wishes left on paper. The mother is covered during pregnancy and post-natal care and then receives a special nine-month protection benefit. This provision is not limited to employees, but is extended for the first time to self-employed women, the self-employed and women farmers. There are also provisions allowing, under certain conditions, the transfer of part of the leave to the father. The message is clear. Caring is not an individual burden on the woman but a family choice backed by institutional support.
Nine months of safety
From the moment of birth, the state actively supports the family budget. The birth grant is now graduated so that it grows with the family. Two thousand four hundred euros for the first child, two thousand seven hundred for the second, three thousand for the third, three thousand five hundred for the fourth and each subsequent child. No allowance alone covers all the costs. But it is an essential breath of fresh air at precisely the time when needs are increasing.
The income is then steadily supported by the child benefit. This is a non-contributory benefit from the first child. It is paid in six bi-monthly instalments, remains unpaid and acts as a predictable support throughout the year. It is accompanied by care and education services to make reconciling family and working life a reality. In crèches and creative activity centres, vouchers broaden children's participation. The school meal programme in primary schools is steadily growing and lightens the monthly budget.
The roof in focus
Undoubtedly, housing is the most difficult obstacle for young couples. The answer is shaped horizontally and in a staggered fashion. The digital portal stegasi.gov.gr acts as the single map of all programmes. Low or interest-free loans for first homes, through the «My House 1,2» schemes, renovation and energy upgrade subsidies, social housing, schemes such as Renovate Rent and Cover. The total budget for housing in recent years has exceeded €7 billion, an indication that the state is attempting to move on a scale commensurate with the challenge.
Targeted incentives for peripheral regions
There are regions where the demographic pressure is more intense and linked to their economic and geographical location. In Evros, the relocation incentive programme sends a clear message of support. Families moving their main residence and livelihood activities to the municipalities of the region receive substantial support. Ten thousand euros for settlement in small settlements, six thousand for larger ones, with an increase for each minor member up to the maximum amount. This policy recognises that demography has a spatial dimension. It is not just about the average Greek town. It touches the marginal settlement struggling to keep its school and doctor.
Reduction in the cost of living
No house is left without electricity. The Social Household Tariff allows households with lower incomes or with disabled members to reduce their electricity bill with clear inclusion criteria. At the same time, in the field of higher education, student transfers based on social criteria make it easier to move closer to the family environment when the conditions are met. The student housing allowance supports those who study far from home.
On the fiscal front, the package announced at the 2025 TIF brings demography to the core of the fiscal architecture. A new scale, an enhanced tax-free allowance per child, a commitment to reduce the burden on the middle class. The projected fiscal burden increases in 2026 and 2027, a choice that indicates both intention and cost. What is certain is that supporting the family is now clearly listed among economic policy priorities.
Inclusive support
Particular emphasis is placed on people with disabilities and their families. Financial allowances, the digital disability card facilitating access to services and cultural venues, grants for accessibility interventions at home or at work and the institution of the Personal Assistant constitute a framework that replaces pity with rights and actions. Independent living does not remain a slogan. It becomes a ramp that is installed, a lift that works, support that is translated into time and dignity for the whole family.
One common hub for all measures
The policy is not limited to benefits. We also need an information hub that collects the data, makes it usable, and brings the actors together. This is the role of oikogeneia.gov.gr. The citizen finds there sections for parents, children, young and old, guides to measures written in plain language and direct access to the platforms where applications are made. In practice, it acts as a point of truth. It reduces errors, unclear messages and unnecessary journeys between services.
What all this means for a couple today
If we look at everyday life up close, the picture becomes tangible. At the beginning of pregnancy, the couple is informed about the tests covered and have them done on time without financial obstacles. They schedule leave with the confidence that the legal framework protects it. Upon birth, she receives the graduated allowance and starts applying for child benefit. For housing he opens the single portal and chooses a tool according to income, location and needs. When the child goes to school the meals reduce a constant headache for the family. If there is a disability, it doesn't start from scratch. There are benefits, services, home interventions and a personal support institution that changes daily life.
The Minister of Social Cohesion and Family, Domna Michaelides, sums up the spirit of this package. We design a policy that follows every step of family life, from prevention in pregnancy and birth to care, housing and everyday life. Our goal is simple but ambitious. Κand Mr.no one should feel alone in their decision to start a family. With transparency, digital tools and targeted resources, the state stands by parents today and in practice.
