In a press release, the Kythira Citizens’ Movement (Dynamo Kythira) has issued a press release regarding yet another development concerning the planned large-scale installation of industrial wind farms on the island of Kythira. Read below:
PRESS RELEASE-CITIZENS' MOVEMENT OF KYTHERA
THE INDUSTRIAL WIND FARM IN MERMIGARI THE INTERESTS OF THE KOPELOUZOS GROUP ARE NOW A THING OF THE PAST due to the failure to submit a letter of guarantee certifying the producer, as required by law.
The recent announcement by the Regulatory Authority for Energy (RAE) states:
”According to paragraph 7 of Article 11A of Law 4685/2020: «7.a) Holders of production licenses for renewable energy and small-scale hydroelectric power plants, Producer Certificates, and Special Project Certificates, which were issued prior to the effective date of this law or will be issued by April 15, 2022, including pending applications for a Production License, Producer Certificate, or Special Projects Certificate, for which a complete application for a final connection offer has not been submitted by April 15, 2022, must submit the Producer Certification Letter of Guarantee by April 15, 2022, in order to maintain the validity of Production Licenses, Producer Certificates, or Special Project Certificates, or to evaluate pending applications. The competent Administrator posts announcements on its website, informing applicants of the determination as to whether the relevant requests for a final connection offer are complete or incomplete for the purposes of this provision. In the event of a joint application for a final connection offer, the completeness of the application for a final connection offer is assessed separately for each station. If the Letter of Guarantee for Producer Certification is not submitted by the aforementioned deadline, the Production Licenses, Producer Certificates, or Special Project Certificates, », as well as any license issued for the station that relates to the aforementioned licenses, while pending applications are rejected," the RAE posts a Table on its website (file) Production Licenses / Producer Certificates / Special Project Certificates, which ”They automatically ceased to be in effect on April 16, 2022."
This particular industrial wind farm did not meet key siting criteria, as it was located within a designated archaeological site (Leska), the wind turbines were located less than 500 meters from settlements (Lazarianika), 1,500 meters from the traditional settlement of Mylopotamos, and 1,000 meters from tourist accommodations in the area designated by the spatial plan for renewable energy sources. All of the above points were set forth in the request for review submitted to the Regulatory Authority for Energy (RAE) and in the petition for annulment filed with the Athens Administrative Court of Appeals regarding this specific project.
