Υπάρχουν «αυθαίρετα λιμάνια»; Ναι, υπάρχουν, όπως υπάρχουν αυθαίρετες κατασκευές στα περισσότερα λιμάνια και αρκετά από αυτά λειτουργούν χωρίς άδεια.

Όμως υπάρχουν και λειτουργούν λιμάνια σε όλη την Ελλάδα, μεγάλος αριθμός αυθαιρέτων λιμένων, αλλά και «ορφανών» λιμένων.
«Ορφανά» λιμάνια ονομάζονται τα λιμάνια που δεν ανήκουν σε κάποιο διοικητικό φορέα.
Για να γίνει όμως η νομιμοποίηση, των λιμένων της Δονούσας και της Σχοινούσας, προηγήθηκε η ψήφιση του Νόμου 4504/2017, όπου το άρθρο 86 καθορίζει την διαδικασία για την νομιμοποίηση υφιστάμενων λιμενικών εγκαταστάσεων.
Η νομοθετική ρύθμιση έγινε μετά από τις συντονισμένες και φιλότιμες προσπάθειες του τότε γενικού γραμματέα Λιμένων του υπουργείου Ναυτιλίας, Χρήστου Λαμπρίδη και άνοιξε τον δρόμο της χάραξης του αιγιαλού, της χερσαίας ζώνης λιμένα και της νομιμοποίησης των λιμένων.

Το λιμάνι στο Διακόφτι, έχει κατασκευαστεί στη νησίδα Μακρυκύθηρα και συνδέεται με γέφυρα με τα Kythera.

The PEPEN, in a letter to the Ministry of Shipping and Island Policy, stresses the shortcomings and what needs to be done immediately at the port of Kythera in Diakofti:
- Direction
- Mounting of bumpers
- Anchoring is problematic due to the quality of the seabed (stony)
- Provide a stern mooring (L) for safe berthing of vessels
- Construction of sanitary facilities and waiting room
Αλλά, με την ευκαιρία, να αναφέρουμε και τις επισημάνσεις της Πανελλήνιας Ένωσης Πλοιάρχων για το λιμάνι των Αντικυθήρων, το οποίο χαρακτηρίζει ότι είναι ένα από τα πλέον δύσκολα και προβληματικά λιμάνια, λόγω μικρού εύρους λιμενολεκάνης και μη προστασίας από Βόρειο ανατολικούς ανέμους.
Η ΠΕΠΕΝ τονίζει ότι το λιμάνι των Αντικυθήρων χρειάζεται φωτοσήμανση εισόδου και φωτισμό στον προβλήτα, εκβάθυνση λιμενολεκάνης, κατασκευή μεγαλύτερου προβλήτα με καλύτερο προσανατολισμό (καθετότητα προς Β) και τοποθέτηση μπιντών (δέστρες).
