Level A and B Areas

As part of the response to the COVID-19 pandemic and in accordance with the Health and Safety Charter for Protection Against COVID-19 Infection and the restrictive measures under epidemiological levels A and B (Surveillance and Increased Risk, respectively), which are in effect in regional units across the country, citizens are prohibited from traveling between 12:00 a.m. and 5:00 a.m.

Citizens are permitted to travel only for the following reasons:

Commuting to and from work
Link to Emergency Situations

When traveling for work, citizens must carry their police ID or passport with them, as well as a completed “Certificate of Travel Authorization for Employees” form or theTravel Authorization Certificate for the Self-Employed – Freelancers & Business Owners (printed) to present it in the event of a check.

Employee Work Permit Certificate

To obtain a travel certificate valid from the date of issuance for 14 days for travel to and from work, employees are required to complete the relevant certificate through the ERGANI system.

Login for Joint Ventures – Employers Registered with EFKA Using EFKA OPS Data

Procedure

Access to and entry into the ERGANI Information System.
Select: SPECIAL FORMS -> Vehicle Registration Certificates -> Import.
Selection:
- FORM TYPE: AFFIDAVIT – CERTIFICATION OF EMPLOYEE WORK PERMIT
- EMPLOYEE TAX ID NUMBER
The form is pre-filled with all the details of the company and the employee, provided the employee is already employed.
One, or alternatively two, regional units are selected if necessary.
Select a time from to within the time frame covered by the certificate regarding the traffic ban.
The application—certification is submitted, assigned a reference number and date, and can be printed or saved as a PDF file.
The employee can access it through the https://eservices.yeka.gr in this declaration by selecting the form type in the personalized information section.

The employee’s information is cross-checked against the records maintained in the ERGANI Information System of the Ministry of Labor and Social Affairs. In the event of false information being provided, an administrative fine of 150 euros is imposed on the employee and 300 euros on the employer.

Certificate of Business License for the Self-Employed – Freelancers & Business Owners

To obtain a permanent certificate of travel to and from work for self-employed individuals—including freelancers and business owners—the relevant certificate must be completed through the ERGANI system.

This option is available only to individuals.
The form is pre-filled with all of the business owner's information.
One, or alternatively two, regional units are selected if necessary.
Select a time from to within the time frame covered by the certificate regarding the traffic ban.
The application—certification is submitted, assigned a reference number and date, and can be printed or saved as a PDF file.

Travel by citizens to meet needs that cannot be met in any other way is permitted only for the following reasons:

Commuting to and from work during working hours.
Going to a pharmacy or visiting the doctor, if recommended after contacting the doctor.
Going to an operational shop for the supply of essential goods (supermarket, mini market), where it is not possible to send them.
Going to the bank, in case an online transaction is not possible.
Moving to help people in need or escorting underage students to/from school.
Going to a funeral ceremony under the conditions provided by law or going of divorced parents or parents who are separated which is necessary to ensure the communication of parents and children, in accordance with the applicable provisions.
Physical exercise outdoors or movement with a pet, individually or in pairs, in the latter case keeping the necessary distance of 1.5 metres.

For commuting to and from work during working hours, the travel certificate is permanent (Type A) and is provided, under the personal responsibility of the signatory, by the employer or, in the case of a legal entity, by its legal representative, or, in the case of a freelancer or self-employed person, by the individual themselves.

For all other trips, the travel certificate applies to each individual transaction and only that transaction (Type B), is signed by the individual concerned under his or her own responsibility and includes the individual’s full name, date of birth, home address, and time of travel, as well as the specific reason for the trip

Whenever they travel, citizens must carry their police ID or passport, as well as a completed travel authorization form (printed or handwritten) or the confirmation SMS, to present it in the event of a check.

How is the vehicle registration certificate issued?;

Permanent Certificate of Vehicle Registration (Type A)

To obtain a permanent travel certificate (Type A) for travel to and from work, the following form must be completed:

For individual trips (Type B), you have 3 options: SMS, a printed and completed trip confirmation form, or a handwritten trip confirmation.

1. Sending an SMS

You can send an SMS message from your cell phone to the number 13033 free of charge.

The SMS must be in the form:

where X is the output code, which is the number 1, 2, 3, 4, 5, or 6 corresponding to the following reasons:

Going to a pharmacy or visiting the doctor, if recommended after contacting the doctor.

Going to the bank, in case an online transaction is not possible.

The service is available from mobile phones with a SIM card of the mobile telephony providers operating in Greece (Cosmote, Vodafone GR, Wind). In order to use the 13033 service, citizens with a device with a SIM card of a foreign network can obtain a prepaid connection from the providers' points of sale. It is recalled that the use of the 13033 service is free of charge.

Messages from 13033 are exclusively for confirming exceptional travel. 13033 does not send messages that refer to software installation or to any website other than forma.gov.gr
