Two significant changes to the Land Registry They will take effect within the same week and affect thousands of property owners. The first one begins on September 16, 2026 and concerns cases of extraordinary adverse possession involving properties listed as «owner unknown,» while from the September 18, 2026 The digital process for correcting property boundaries, areas, shapes, and locations is now open.
The second presentation is expected to be of particular interest, as it concerns more than 11,500 pending cases discrepancies in geometric data. These are errors that, in many cases, pose an obstacle to sales, parental gifts, and other transfers of property.
What changes will take effect on September 16 regarding properties with «unknown owners»?;
The first change applies to those claiming ownership of adverse possession on a property that is registered in the Land Registry as «owner unknown.».
A central role in the new process is played by the land registry mediation, which is now mandatory. The interested party must first select an accredited land registry mediator and submit the documentation proving their relationship to the property.
How will land registry mediation work?;
The mediator will draft the fact sheet, which will then be submitted to the Land Registry. Its registration will be completed on the next business day.
At least [number] must elapse from the date of registration 30 days until the invitation to the mandatory initial meeting is issued.
This procedure is of particular importance when the defendant is the Greek Government. Attendance at the mandatory initial session is required. If the competent authorities do not submit, in a timely manner, a document asserting rights to the property, it will be deemed that the State does not intend to assert such rights.
If no claims are raised, the State may declare that it does not object to the correction. The relevant minutes are filed with the clerk’s office of the competent court and are subsequently recorded in the Land Registry. On the cadastral record, the following will be entered as the basis of acquisition: «extraordinary adverse possession».
What changes will take effect on September 18 regarding limits and areas?;
The second milestone comes on September 18, when the new digital process for correcting the geometric data of real estate properties is implemented.
Property owners will be able to request corrections online for errors related to the the area, boundaries, shape, or location of the property on the cadastral map.
Until now, such discrepancies could cause significant delays or even block notarial acts. The new procedure aims to transfer a large part of the process required to resolve these issues to an electronic platform.
The application will be submitted through the platform metavoles, with access via personal Taxisnet passwords.
How will the application be submitted online?;
The applicant will enter the required information on the platform, and once the submission is complete, the application will is automatically logged in the Land Registry's information system.
At the same time, it will be recorded in the land registry records and on the property records that may be affected by the requested change.
The online process can also be handled by licensed engineer, who will prepare and submit the Geometric Changes Diagram. This is essentially the technical document that accurately depicts the changes requested to be made to the cadastral map.
A chart will be published Electronic Diagram Code (EDC), and after submission, the platform will perform checks to ensure that the information is complete and accurate.
What happens if the correction affects the neighbor's property?;
The procedure provides for specific safeguards when changes to the geometric parameters affect adjacent properties.
The owner requesting the correction must notify the affected owners of his request within 20 days from submission.
Once they are notified, the neighbors will have 30 days to submit their objection online through the same platform.
The objection must be substantiated and may be accompanied by technical documents or other supporting evidence. Interested parties will be notified electronically of the status of the case.
When can an appeal be filed?;
The digitization of the process does not eliminate the right to appeal. If the request for correction is granted, a neighbor affected by the change who has filed a reasoned objection within the prescribed time limit may challenge the decision.
In such cases, a second-instance review body is provided for, so that disputes can be reconsidered without the process ending with the initial decision.
Why do these two changes affect thousands of homeowners?;
Her interventions September 16 and 18 These address two of the most common and difficult problems that property owners face with the Land Registry: on the one hand, properties listed as «owner unknown» and claimed through adverse possession, and, on the other hand, incorrect geometric entries.
Especially in the second category, even a slight deviation in the boundaries or area can prove critical when the owner attempts to sell, transfer, or make a parental gift.
With the new digital process, a significant portion of the correction is now handled electronically, with the participation of the property owner and the engineer, and with specific deadlines for any third parties who may be affected.
